This document establishes the service principles and service types for mobile service halls that basic telecommunication operators provide to the public. It gives the service application scenarios and the user interaction procedures, and it specifies the general requirements, technical requirements and security requirements for the mobile service hall. It applies to the construction, operation and supervision of mobile service halls offered by basic telecommunication operators to public users.

The standard is used by basic telecommunication operators that build and run mobile service halls, by the developers and suppliers of the systems behind them, and by the bodies that supervise the service. It is a voluntary standard issued by the Ministry of Industry and Information Technology on 15 April 2026 and effective from 1 August 2026. It is a new standard.
