YD/T 6715-2026 sets requirements for accounting and reporting greenhouse gas emissions of information and communication service enterprises. It covers the accounting boundary, the accounting method and quality assurance. The greenhouse gases counted are the total of seven gases: carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, sulfur hexafluoride and nitrogen trifluoride.

The document applies to information and communication service enterprises carrying out greenhouse gas emission accounting and reporting. Such enterprises include telecom operators, internet companies and data centers, whether operated by a third party, owned by the enterprise for its own use, or leased. It is used by these enterprises, by carbon accounting staff and by verifiers. It is a voluntary standard, as shown by the /T in its code. It was approved and issued by the Ministry of Industry and Information Technology on 1 June 2026 and takes effect on 1 September 2026. It is a new standard.
