YD/T 6714-2026 sets requirements for accounting and reporting greenhouse gas emissions of telecommunication rooms. It specifies the accounting boundary, the accounting method, quality assurance and document archiving, and the content and format of the report.

It applies to accounting and reporting greenhouse gas emissions of information and communication rooms, which include Class A, B and C rooms of enterprises and institutions in the information and communication industry. Other types of rooms may also use it as a reference, but base station rooms, outdoor integrated cabinets and scenarios without a room are excluded. Seven greenhouse gases are counted: CO2, CH4, N2O, HFCs, PFCs, SF6 and NF3. The document is used by telecom operators, data center operators, carbon accounting staff and verifiers. It is a voluntary standard, as shown by the /T in its code. It was approved and issued by the Ministry of Industry and Information Technology on 1 June 2026 and takes effect on 1 September 2026. It is a new standard.
