YD/T 6656-2026 classifies domain name recursive resolution services and, for each class of service, proposes a monitoring index system. The indicators are set along these dimensions: business model, service scale and quality, technical service capability, filing management, and security risk. The document applies to the competent authorities and to domain name industry organizations that provide recursive resolution services, for tracking and managing the overall operation and development of recursive resolution services in China. It also applies to the overall evaluation and monitoring analysis of the development level of these services.

The standard is used by regulators, recursive resolver operators and analysts who monitor resolution services. It is a voluntary standard, as shown by the /T in its code. It was issued by the Ministry of Industry and Information Technology on 11 March 2026 and takes effect on 1 June 2026. It is a new standard.
