YD/T 6652-2026 mainly specifies the verification procedures and handling requirements that apply when a mobile internet application service provider and a telecom carrier add, change or remove the mobile phone number linked to a service account. It also sets out the mechanism and requirements for cross-industry cooperation in handling user complaints and appeals. The document applies to mobile internet applications that use a user mobile phone number allocated to carriers by the national telecom authority as linked information for user registration, user verification, message notification and similar services. Numbers used for the Internet of Things and connected vehicles are excluded.

The standard is used by application providers, telecom carriers and the teams that handle account security and user complaints. It is a voluntary standard, as shown by the /T in its code. It was issued by the Ministry of Industry and Information Technology on 11 March 2026 and takes effect on 1 June 2026. It is a new standard.
