Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.

This document replaces YC/T 177-2011 "Composition and Guidelines of Cigarette Enterprise Standard System".

In addition to structural adjustments and editorial changes, the main technical changes are as follows.

--- Incorporate standards directly related to product realization into the technical standard system and management standard system (see 6.2 and 6.3 of the 2011 edition) Product realization standard system (see Chapter 6);

--- The requirements of "digital transformation" and "big data application" have been added to the basic guarantee standard system (see 7.12);

--- Change the work standard system (see 6.4 of the 2011 edition) to the position standard system (see Chapter 8).

Introduction

According to GB/T 15496-2003 "Enterprise Standard System Requirements", GB/T 15497-2003 "Enterprise Standard System Technical Standards GB/T 15498-2003 "Enterprise Standard System Management Standard and Work Standard System" and GB/T 19273-2003 "Enterprise Standard According to the requirements of the "System Evaluation and Improvement" series of standards, tobacco industry enterprises have established a system with technical standards as the main body and management standards as the guarantee.

The enterprise standard system based on certification and work standards (YC/T 177-2011 "Composition and Guidelines of Cigarette Enterprise Standard System") is Production operation and scientific management have played a positive role.

In order to give full play to the role of corporate principal responsibility under the market mechanism, enhance the self-design ability of corporate standard system, improve the applicability and Operability, the national standard revised the original series of standards into GB/T 35778-2017 "Guidelines for Enterprise Standardization Work", GB/T 15496-2017 "Enterprise Standard System Requirements", GB/T 15497-2017 "Enterprise Standard System Product Implementation", GB/T 15498-2017 "Enterprise GB/T 19273-2017 "Evaluation and Improvement of Enterprise Standardization Work", forming a series of standards of "1 3 1" series standard layout.

The preparation of this document fully considers the revision connotation and relevant requirements of a series of national standards, and no longer follows the "Technical Management Work" standard.

The cigarette industry enterprise standard system is constructed based on the endogenous demand for standardization management of cigarette industry enterprises.

Focusing on the core business of the enterprise and taking product realization as the main line, we guide enterprises to build a product realization standard system as the main body, with basic guarantees and positions as the main body.

The standard system architecture of the tobacco industry enterprise is supported by the standard system, and is constructed in the way of "where the work appears, the standard appears there" standard.

In order to facilitate the use of cigarette industry enterprises, this document was compiled based on the analysis of the cigarette product realization process.

GB/T 15497-2017 "Enterprise Standard System Product Realization" has been adjusted and refined to highlight the product realization process of the tobacco industry.

The basic guarantee part mainly refers to the clauses of GB/T 15498-2017 "Basic Guarantee of Enterprise Standard System" to the basic national standards are kept consistent, and the elements with industry characteristics are noted; the job standard system is in GB/T 15496-2017 There are a few involved. This document gives the overall requirements based on the current industry's requirements for job settings; at the same time, GB/T 19273-this document introduces the requirements for continuous improvement and evaluation in the 2017 "Evaluation and Improvement of Enterprise Standardization Work".

Composition and Guidelines of Enterprise Standard System in Tobacco Industry

1 Scope

This document specifies the structure of the tobacco industry enterprise standard system, product realization standard system, basic guarantee standard system, job standard system, the construction requirements of the system and the operation, evaluation and continuous improvement of the enterprise standard system.

This document is applicable to the establishment of a standard system for cigarette industry enterprises.

The terms and definitions defined in GB/T 15496-2017, GB/T 15497-2017 and GB/T 15498-2017 and the following terms and definitions apply in this document.
