TB 10088-2015 — 1.0.1 This Code is formulated with a view to unifying the design standards of Railway Digital Mobile Communication System (GSM-R) (hereinafter referred to as GSM-R).

1.0.2 This Code is applicable to the design of new or reconstructed GSM-R. 1.0.3 The design of GSM-R mainly covers the core network, base station subsystem, mobile station, operation maintenance and system support, etc. 1.0.4 The design of GSM-R shall provide the voice communication dispatching call, and the data such as normal call and such as train operation control data, train operation command data, train operation safety data, monitoring and test data as well as operation management data according to the railway transportation requirements.

1.0.5 The design of GSM-R shall follow the principle of overall planning and comply with the requirements for operation, management and equipment maintenance, existing systems and make rational use of existing related facilities.

1.0.6 The radio coverage and the frequency allocation of GSM-R shall be designed under unified planning and priority shall be given to high-level railway lines.

1.0.7 The design of GSM-R shall comply with the requirements of the current main technical strategy for railways. The application of techniques and equipment shall comply with the relevant provisions on railway construction management.

1.0.8 For the design of GSM-R, a redundancy solution shall be adopted according to the requirements for quality of service as well as the technical and economic rationality if necessary.

The system reliability, availability, maintainability and safety shall comply with the requirements for operation management and equipment maintenance. 1.0.9 The frequency use in GSM-R planning shall comply with the relevant national regulations of radio management.

1.0.10 The design of GSM-R shall comply with the relevant national guidelines, policies, laws and regulations on energy saving, material saving, economical of land and environmental protection.
