This standard is proposed and managed by the National Certification and Accreditation Administration Committee.
This standard was drafted. People's Republic of China Fujian Exit Inspection and Quarantine.
Introduction
Methyl isocyanate, is one kind of colorless liquid with a strong odor of tear gas, mainly used in organic synthesis of raw materials for organic synthesis Agriculture Carbaryl drug intermediates. Currently the main origin of methyl isocyanate in Tianjin, Shanghai, Shandong, Jiangsu, Beijing and other major importing countries interested in Italy, the United States and other countries.
The main danger in accordance with the United Nations "on the Recommendations on the Transport of Dangerous Goods Model Regulations", methyl isocyanate for Class 6.1 Toxic Substances, subsidiary risk of Class 3 flammable liquid, UN No. 2480. Methyl isocyanate, is itself toxic, water will produce highly toxic hydrogen Isocyanate gas and other irritating and toxic gases in case of fire, high-heat combustion caused the explosion. The chemical reaction is strong, easy polymerization, easily absorbing moisture.
Water, or with organic acids, oxidants emit sulfur dioxide. Water or steam with the release of toxic or flammable gases. in Scene, heating containers risk of explosion in the production, storage and use must comply with strict safety regulations.
In March 2011 the State Council issued the "dangerous chemical safety regulations" [591 State Council Decree] provides for inspection and quarantine departments Responsible for the import and export of hazardous chemicals and their packaging implementation of the inspection. To ensure the effective inspection and quarantine to carry out related business, regulate the import and export dangerous Chemicals and packaging inspection and supervision work, the development of this standard.
Inspection of import and export of dangerous chemicals Methyl isocyanate Warning. Use of this standard should have the relevant inspection or testing work experience and relevant qualifications. This standard does not indicate all possible security issues. Users are responsible for the use of appropriate safety and health practices and to ensure compliance with relevant national regulations condition.
