Scope

NB/T 51066-2017 is the English-translated version of 煤炭工业建设工程检测规范.

NB/T 51066-2017 governs the testing of construction works in the Chinese coal industry, and the organisations that carry it out. Testing here means the measurements taken to prove that what was built meets the specification - concrete and mortar strength, reinforcement position and cover, steel structure welds and bolted connections, pile integrity and bearing capacity, anchor and bolt pull-out, ground improvement, waterproofing, curtain wall and thermal performance, and the materials used in the works. The code sets the general provisions and defined terms, the basic requirements on when testing is mandatory and on the sampling that makes a result representative, and the qualification of the testing organisations themselves. It grades those organisations - special grade, A, B and C - and states for each the testing items they may undertake, the equipment they must hold, the qualifications of their staff and the quality system they must operate. It then specifies, item by item, the test method to be used, the number and location of samples or measurement points, the equipment and its calibration, the conditions of test, the calculation of the result and the criteria for judging it. The treatment of non-conforming results and of retesting, the test report and its content, and the retention of records and samples complete the code. Owners, contractors, supervisors and laboratories on Chinese coal construction projects work to it.

Foreword

This document was issued on 28 March 2017 by the National Energy Administration of the PRC and takes effect on 1 August 2017.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

It is classified under ICS 73.020, Chinese classification P 00/09.

This code was prepared in accordance with the Notice of the National Energy Administration on Issuing the First Batch of Plans for the Formulation (Revision) of Energy Sector Trade Standards for the Year 2012 (Guo Neng Ke Ji [2012] No. 83). The work was organized by the China Coal Construction Association and carried out jointly by Shandong Runlu Building Material Testing Technical Service Co., Ltd. and Zhongding International Engineering Co., Ltd. together with the relevant participating units.

In the course of preparation the drafting group complied with the relevant rules governing the compilation of standards and codes, conducted extensive investigation and research, carefully summarized the practical experience gained in the testing technology and in the management of the quality of coal construction engineering, solicited opinions and suggestions widely throughout the national coal industry, and finalized the text after repeated discussion, revision and improvement at a number of meetings and after a final examination.

This code is made up of 7 chapters and 8 appendices. Its main content covers general provisions, terms, basic requirements, testing organizations, testing programmes, implementation of testing and file management.

The National Energy Administration is in charge of the administration of this code. The China Coal Construction Association is responsible for the routine management and for the adjustment and revision of the content falling within its remit, while the chief drafting units are responsible for the interpretation of the specific technical content.

During implementation, users are requested to sum up their experience, to accumulate data, and to send their opinions and suggestions to the China Coal Construction Association and to Shandong Runlu Building Material Testing Technical Service Co., Ltd. (address: North Building, Hongshan Town, Zichuan District, Zibo City, Shandong Province; postcode 255120), so that they may be taken into account in a future revision.

The code was approved by Announcement No. 6 of 2017 of the National Energy Administration, dated 28 March 2017, which released 159 sector standards, among them 34 energy standards (NB), 39 electric power standards (DL) and 86 petroleum standards (SY). In that announcement the present code appears as item 29, with the approval date 2017-03-28 and the implementation date 2017-08-01, and with no standard listed as replaced.

The code was registered under record number J2351-2017. Standards in the coal field released by the announcement are published by the China Coal Industry Publishing House; the edition of this code was published in Beijing in 2017. The competent department for compilation is the China Coal Construction Association and the approving department is the National Energy Administration, with an effective date of 1 August 2017.

1 Scope

NB/T 51066-2017 governs the testing of construction works in the Chinese coal industry, and the organisations that carry it out. Testing here means the measurements taken to prove that what was built meets the specification - concrete and mortar strength, reinforcement position and cover, steel structure welds and bolted connections, pile integrity and bearing capacity, anchor and bolt pull-out, ground improvement, waterproofing, curtain wall and thermal performance, and the materials used in the works. Chapter 1 states the purpose of the code, the scope within which it applies, the type of body that may carry out the testing work it governs, and its relationship with the other national and sector standards in force.

1.0.1 This code is formulated in order to regulate the conduct of testing of coal construction engineering, to unify the testing standards applied to coal construction engineering, and to guarantee the quality of the testing of coal construction engineering.

1.0.2 This code applies to the testing work of all types of coal construction engineering and of construction projects carried out by coal enterprises under every form of investment or financing model.

1.0.3 The testing work of coal construction engineering, and of construction projects carried out by coal enterprises under every form of investment or financing model, shall be undertaken by a testing organization that possesses the testing capability for coal construction engineering.

1.0.4 In addition to complying with this code, the testing work of coal construction engineering shall also comply with the provisions of the relevant current national and sector standards.

2 Terms

Chapter 2 defines the seven terms used throughout the code. Each entry gives the Chinese term, its English equivalent as printed in the code, and the full definition.

2.0.1 Coal construction engineering.

Definition: the general designation of the coal production projects built in order to extract coal resources and to process coal products, together with their supporting, auxiliary and ancillary projects and the installation projects of the facilities and equipment. It comprises mine construction engineering, civil engineering and installation engineering.

2.0.2 Construction engineering test.

Definition: the process of carrying out the various inspections and measurements of the materials, components and fittings and equipment performance used in a construction project, as well as of the quality control during construction, of the quality of the engineering entity and of the use function, on the basis of the requirements of the relevant national or sector laws and regulations, codes and standards, design documents and contract, and of issuing a test report on them.

2.0.3 Test organization for coal construction engineering.

Definition: an independent legal person organization established in accordance with the law, possessing the corresponding testing capability and having obtained the corresponding rating of that capability, which performs testing of coal construction engineering. In this code it is referred to for short as the testing organization.

2.0.4 Witness.

Definition: a professional technical person possessing knowledge of engineering testing who has been designated in writing by the construction unit or by the supervision unit.

2.0.5 Witness sampling.

Definition: the on-site sampling and preparation, by the sampling personnel of the sampling unit and under the witness of the witness, of the test blocks, test pieces and building materials involved in the project that bear on structural safety.

2.0.6 Sample.

Definition: a specimen available for testing, drawn from the object to be tested or prepared from it, in accordance with the purpose of the test and with the sampling method.

2.0.7 Blind sample.

Definition: a sample that carries no identification of its source information and is marked only with a number.

The terms of Chapter 2 are the basis of the requirements that follow: in particular the distinction between witness and witness sampling governs Section 6.2, while the definition of blind sample supports the checks on the impartiality of the testing organization.

3 Basic Requirements

Chapter 3 lays down the general obligations placed on the construction unit and on the testing organization before and during testing, and the duties of report in the event of irregularity or of a failed result.

3.0.1 Before a coal construction project is implemented, the construction unit shall prepare a testing plan for the construction project and, on the basis of that testing plan, entrust the execution of the testing to a testing organization possessing the testing capability for coal construction engineering. The testing of a single project shall be carried out by one and the same testing organization.

3.0.2 The testing organization shall comply with the following provisions, listed as items 1 to 5 below.

3.0.2 item 1: it shall be established in accordance with the law and shall engage in testing activity independently, objectively and impartially, possessing the capacity to bear the corresponding legal responsibility.

3.0.2 item 2: it shall carry out the testing work in accordance with the current relevant national and sector laws, regulations and technical standards.

3.0.2 item 3: it shall carry out the testing work within the range of the testing capability that has been checked and ratified for it.

3.0.2 item 4: its testers, equipment and instruments, and its environmental conditions and premises, shall satisfy the testing requirements of the engineering project.

3.0.2 item 5: its various rules and systems, its testing workflow, its quality assurance system and its quality control measures shall be complete and sound.

3.0.3 Where a national or sector standard lays down no explicit test method for a testing programme concerned, the testing organization shall formulate a testing scheme and shall, when necessary, subject it to expert demonstration or to verification.

3.0.4 The testing organization shall set up an information-based management system for testing, so as to achieve the automatic acquisition, collation, analysis and transmission of test data and the sharing of information. The testing process shall adopt video monitoring.

3.0.5 The testing organization shall, in accordance with the relevant provisions, guarantee that the testing programmes are complete and entire and that the test data are true and reliable; the test report it issues shall be scientific and impartial and its conclusions shall be clear. The test report and the original records must be signed by the person responsible, and it is not permitted for them to be signed by another person or for a seal to be used in place of the signature.

3.0.6 The test report issued by the testing organization is the basis for the acceptance, evaluation and certification of engineering quality.

3.0.7 If, during the testing process, the testing organization discovers conduct by a unit participating in the construction that violates the law, the regulations or the compulsory standards for engineering construction, it shall report it in writing to the competent department for coal construction engineering and to the quality supervision organization for coal industry construction engineering.

3.0.8 For a testing programme bearing on the structural safety of the engineering entity, if the test result does not meet the requirements, the testing organization shall report it in good time to the construction unit, to the supervision unit and to the quality supervision organization for coal industry construction engineering.

4 Testing Organizations

Chapter 4 governs the testing organization itself. Section 4.1 covers its establishment and management, Section 4.2 the division of its testing capability into grades, and Sections 4.3 to 4.5 respectively its testers, its testing equipment and its testing sites.

Section 4.1 Establishment and Management.

4.1.1 Before it engages in the testing of coal construction engineering, a testing organization shall have its testing capability checked and ratified, and shall undertake testing work in accordance with the grade of the testing capability so ratified.

4.1.2 Before it is established, a testing organization shall register with the administrative department for industry and commerce and shall undergo the qualification assessment of testing organizations by the quality and technical supervision department at provincial level or above, obtaining the metrological accreditation certificate.

4.1.3 Before applying for the checking and ratification of its testing capability, a testing organization shall carry out a self-assessment of the grade of its testing capability and shall submit the application materials for the checking and ratification of the testing capability of a testing organization for coal construction engineering, as given in Appendix A, to the General Station for Quality Supervision of Coal Industry Construction Engineering, referred to below as the General Station.

4.1.4 The General Station shall, in accordance with the relevant provisions, examine and determine the testing capability of the testing organization and shall announce it publicly.

4.1.5 When the actual testing capability of a testing organization changes, the grade of its testing capability shall be checked and ratified anew by the General Station.

4.1.6 The General Station is responsible for the administration of the testing organizations for coal construction engineering; the quality supervision centre stations for coal industry construction engineering, referred to below as the centre stations, are responsible for the supervision and inspection of the testing organizations for coal construction engineering under their jurisdiction.

4.1.7 A testing organization that engages in the testing of coal construction engineering across regions shall submit the materials of the testing organization and the scope of the construction engineering testing it has undertaken to the quality supervision centre station for coal industry construction engineering of the place where the engineering project is located.

4.1.8 The General Station is responsible for cancelling the grade of the testing capability of a testing organization, and shall give public notice after the cancellation.

4.1.9 Where a testing organization engages in conduct that violates the law or the regulations, the General Station shall, according to the seriousness of the circumstances, lower or revoke the grade of its testing capability and shall give public notice of this.

Section 4.2 Grade Division of the Testing Capability.

4.2.1 The testing capability of a testing organization is divided into four grades: special grade, grade A, grade B and grade C.

4.2.2 The division into grades of the testing capability of a testing organization shall comply with the provisions set out in items 1 to 4 below, which state for each grade the minimum staff, the qualification of the technical person in charge, the minimum floor area of the testing premises and the equipment requirement of Appendix B.

4.2.2 item 1, special grade: the testing personnel of coal industry construction engineering, referred to below as the testers, shall number 70 or more, among whom the testing engineers of coal industry construction engineering, referred to below as the testing engineers, shall number 25 or more; the technical person in charge shall hold a senior professional title of the engineering category and shall have worked in a testing post for 8 years or more; the floor area used by the testing premises shall reach 3 000 square metres or more; the testing equipment and instruments shall satisfy the requirements for the special grade given in Appendix B; and the organization shall have taken part in the compilation of a national or sector standard.

4.2.2 item 2, grade A: the testers shall number 25 or more, among whom the testing engineers shall number 10 or more; the technical person in charge shall hold an intermediate or higher professional title of the engineering category and shall have worked in a testing post for 6 years or more; the floor area used by the testing premises shall reach 1 500 square metres or more; and the testing equipment and instruments shall satisfy the requirements for grade A given in Appendix B.

4.2.2 item 3, grade B: the testers shall number 12 or more, among whom the testing engineers shall number 6 or more; the technical person in charge shall hold an intermediate or higher professional title of the engineering category and shall have worked in a testing post for 5 years or more; the floor area used by the testing premises shall reach 1 000 square metres or more; and the testing equipment and instruments shall satisfy the requirements for grade B given in Appendix B.

4.2.2 item 4, grade C: the testers shall number 7 or more, among whom the testing engineers shall number 3 or more; the technical person in charge shall hold an intermediate or higher professional title of the engineering category and shall have worked in a testing post for 5 years or more; the floor area used by the testing premises shall reach 500 square metres or more; and the testing equipment and instruments shall satisfy the requirements for grade C given in Appendix B.

4.2.3 A special grade or grade A testing organization may, according to the needs of the construction project, set up an on-site testing laboratory. The testers of the on-site testing laboratory shall number 4 or more and the person in charge of it shall hold the qualification of testing engineer. The floor area used by the testing premises shall reach 100 square metres or more, and the testing environment and the equipment and instruments shall satisfy the requirements of the corresponding testing programmes.

4.2.4 The testing capability and the testing scope shall comply with the provisions of Table 4.2.4, entitled Table for the division of testing capability and scope.

Table 4.2.4 is laid out with one row for each testing programme and one column for each of the four grades of capability, special grade, grade A, grade B and grade C, the cell of each column listing the testing parameters that the grade concerned is entitled to cover. The eight programmes of the portion of the table reproduced on page 7 are set out in the paragraphs that follow.

Table 4.2.4, item 1, testing of the physical and mechanical properties of cement: the parameters covered include setting time, soundness, strength of the cement mortar, fineness and specific surface area.

For item 1 the cells of the special grade and of grade A carry the widest list of parameters of the row, while the cells of grade B and grade C carry a reduced list; the deviation of the cement mortar strength appears at the foot of the grade C cell.

Table 4.2.4, item 2, steel reinforcement: the parameters covered include tensile properties, bending properties, elongation after fracture, total elongation at maximum force and deviation of mass.

For item 2 the special grade, grade A and grade B cells carry the full set of the mechanical parameters of the reinforcement, whereas the grade C cell is limited to the deviation of mass.

Table 4.2.4, item 3, connection of steel reinforcement: the parameters covered include tensile properties, bending properties and shear properties of the connection.

For item 3 the special grade and grade A cells carry the tensile, bending and shear properties, while the lower grades carry a reduced list and the grade C cell of this row is blank.

Table 4.2.4, item 4, routine testing of sand and stone: the parameters covered include grain size distribution by sieve analysis, silt content, content of clay lumps, crushing value, content of needle and flake shaped particles, bulk density, apparent density, close-packed density, mica content, chloride ion content, stone powder content, strength and moisture content.

For item 4 the special grade cell lists the whole range of the aggregate parameters, grade A and grade B omit part of the chemical determinations, and grade C is confined to grain size distribution, silt content, content of clay lumps, apparent density and bulk density.

Table 4.2.4, item 5, simple geotechnical testing: the parameters covered include maximum dry density, optimum moisture content, coefficient of compaction, moisture content, density and limit moisture content.

For item 5 the special grade cell adds the limit moisture content to the parameters of the lower grades, while grade C is confined to moisture content, coefficient of compaction and density.

Table 4.2.4, item 6, wall materials: the parameters covered include compressive strength, flexural strength, dry density, density grade, lime bursting, efflorescence test and freeze-thaw test.

For item 6 the special grade cell carries the whole list including the efflorescence and freeze-thaw tests, grade A omits part of them, grade B is confined to the strength and density determinations and grade C to compressive strength, dry density and density grade.

Table 4.2.4, item 7, fly ash: the parameters covered include fineness, soundness, activity index, water demand ratio, loss on ignition and sulphur trioxide content.

For item 7 the special grade cell carries the whole list including loss on ignition and sulphur trioxide content, while the lower grades are confined to fineness, soundness, activity index and water demand ratio.

Table 4.2.4, item 8, mine resin anchor bolt bodies and their accessories: the parameters covered include appearance, geometrical dimensions, straightness of the bolt body, mechanical properties of the bolt body material, torque coefficient of the assembled nut, anchoring force and bearing capacity of the tray.

For item 8 the special grade and grade A cells carry the whole list from appearance through to the bearing capacity of the tray, while the lower grades are confined to anchoring force and bearing capacity of the tray.
