Foreword
This document was issued on 5 February 2016 by the National Energy Administration of the PRC and takes effect on 1 July 2016.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.
It is classified under ICS 73.020, Chinese classification P00/09.
This standard was prepared in accordance with the requirements of the Notice of the National Energy Administration on Issuing the First Batch of Energy Sector Standard Formulation (Revision) Plans for 2013 (Guo Neng Ke Ji [2013] No. 235). Its preparation was organized by the China Coal Construction Association, and it was jointly drafted by Chongqing Juneng Construction (Group) Co., Ltd., SPIC Inner Mongolia Energy Co., Ltd., Beijing Zhuye Zhiyuan Software Development Co., Ltd. and other units concerned.
During the preparation of this standard, the drafting group carried out extensive investigation and research, conscientiously summarized many years of practical experience, and solicited the opinions of coal construction units and experts in various forms. The text was finalized after repeated discussion, study, revision and improvement, and a final review.
This standard consists of 9 chapters and 7 appendices. Its main contents include: general provisions, terms, basic requirements, classifying and numbering, data management of the construction unit, data management of the undertaking construction unit, data management of the supervision unit, collecting and arranging the engineering data, and handing over the engineering data.
This standard is under the administration of the National Energy Administration. The China Coal Construction Association is responsible for its routine management and for adjustment and modification of its partial contents, and the chief development units are responsible for the explanation of specific technical contents.

1 Scope
NB/T 51051-2016 governs the management of the construction documentation on coal industry projects in China - the records that a mine, a preparation plant or their surface works generate from the start of design to handover. 1.0.1 This standard is formulated with a view to raising the level of data management for coal construction projects, standardizing data management practice for coal construction projects, and ensuring that coal construction engineering data are authentic, complete, whole and accurate.
1.0.2 This standard is applicable to the management of engineering data for all types of coal construction projects, including new construction, reconstruction, extension and technical renovation, as well as their supporting, auxiliary and affiliated works. Other mining projects may use it for reference.
1.0.3 The construction unit, the undertaking construction unit and the supervision unit of a coal construction project, as the principal parties responsible for engineering data management, are responsible for the compilation, approval, collection, arrangement and handover of engineering data. The engineering data of the survey unit and of the design unit shall be managed by the construction unit.
1.0.4 In addition to this standard, the management of coal construction engineering data shall also comply with the current relevant national standards.
2 Terms
2.0.1 coal construction engineering data: The general term for information records in various forms produced in the course of coal project construction; referred to in this standard as engineering data.
2.0.2 coal construction engineering data management: The general term for the work of compiling, approving, collecting, arranging and handing over coal construction engineering data; referred to in this standard as engineering data management.
2.0.3 electronic records: Files stored in digital form on carriers such as hard disks, flash memory or optical discs, which are read and processed by means of electronic computers and other equipment and can be transmitted over communication networks.
2.0.4 quality control data: Records formed in the course of engineering quality control that truly reflect the quality status of the works.
2.0.5 unit construction: A work within a single construction that can be independently designed and constructed but cannot form independent production capacity or benefit.
2.0.6 single construction: A work that is set up as an independent item and that, once completed, can independently form production capacity or benefit.
2.0.7 correction: The practice of drawing a line through the erroneous content of engineering data and at the same time writing the correct content beside the erroneous content.
2.0.8 as-built drawings: Drawings that truly reflect the results of the construction of a construction project.
2.0.9 cloud line: A polyline composed of continuous circular arcs, used in as-built drawings to alert users that a certain part of the drawing has been modified.
3 Basic Requirements
3.0.1 The construction unit shall be fully responsible for the management of the engineering data of the construction project, and shall establish an archive management organization appropriate to the construction project and a sound engineering data management system.
3.0.2 The principal parties responsible for coal construction engineering data management shall establish engineering data management rules, assign full-time engineering data management personnel, and compile, approve, collect, arrange and hand over engineering data in a timely manner.
3.0.3 The management of engineering data shall comply with the following requirements:
1 Coal construction projects are divided into three categories: mine construction works, civil engineering works, and mechanical and electrical installation works. Mine construction works are further divided, according to the mining method, into underground (shaft and roadway) mining works and open-pit mining works.
2 Before commencement of the construction project, the construction unit shall, on the basis of the design documents of the project and in accordance with the rules for dividing coal construction projects into unit works, organize the design, construction, supervision and other units concerned to divide the project into unit works and determine the names of the unit works, and shall file them with the coal industry mining area construction engineering quality supervision station.
3 Digital and information technologies shall be adopted for the management of engineering data, and the electronic files of engineering data shall comply with the following requirements:
1) image files shall be in JPEG or TIFF format, graphic files in DWG, PDF or SVG format, video files in MPEG4 or AVI format, audio files in MP3 or WAV format, and text (table) files in PDF, XML or TXT format;
2) electronic files archived for permanent retention shall use write-once optical discs as the carrier.
4 Engineering data shall be produced in step with the progress of project construction, and shall truly reflect the actual conditions of the whole construction process and the physical quality of the works.
5 Engineering data shall not be falsified, and shall not be arbitrarily removed, damaged or lost.
6 The data of a unit work shall be complete before the completion acceptance of that unit work.
3.0.4 The compilation of engineering data shall comply with the following requirements:
1 The prescribed forms of engineering data shall be filled in with computer software and signed by hand or electronically. The original records shall be checked against before signing, and electronic signatures shall comply with CJJ/T 117, Code for Management of Electronic Records and Electronic Archives of Construction.
2 Text and graphics output by computer shall be printed on paper by a printing method suitable for permanent retention.
3 The engineering data shall be compiled on the same day on which each process (inspection lot) or sub-item work passes physical acceptance.
4 Photographic and video records shall be taken and kept of sub-divisional works, key processes, important concealed parts of the works and the physical unit works. Each unit work shall have more than 10 photographs, printed by colour photographic processing or colour laser printing, with a size of not less than 178 mm x 127 mm.
5 Engineering data shall be signed and sealed as required; signatures shall not be made by other persons on behalf of the signatory, nor replaced by seals. Signatures shall be made with durable writing materials such as carbon ink or blue-black ink.
6 Engineering data shall not be altered arbitrarily. Where modification is needed, the correction method (strike-through) shall be used and the person making the correction shall sign.
7 The contents, figures and tables of engineering data shall be complete, true and accurate, with standard terminology, legible handwriting, neat pages, clear conclusions, and legible signatures and seals.
8 Except where otherwise specified by relevant standards or agreed in contracts, data such as those for unit work commencement, completion acceptance and quality certification shall bear the official seal of the legal entity of the responsible party concerned; other engineering data may bear the seal of the project department.
9 As-built drawings shall be compiled in accordance with Appendix A.
