NB/T 51042-2015 covers the construction and acceptance of the building works of a coal preparation plant. A washery is an industrial building of a particular kind: heavy vibrating equipment on elevated floors, thickener and flotation tanks holding slurry, conveyor galleries running between structures at a slope, silos and bunkers carrying stored coal, and everything exposed to coal dust and to water. The specification sets the general provisions and the defined terms, then works through the trades. Foreword

This document was issued on 27 October 2015 by the National Energy Administration of the PRC and takes effect on 1 March 2016.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

It is classified under ICS 73.020, Chinese classification P 00/09.

This specification has been prepared in accordance with the requirements of the Notice of the National Energy Administration on Issuing the Second Batch of the 2011 Plan for the Development (Revision) of Industry Standards in the Energy Field (Guo Neng Ke Ji [2011] No. 252). The work was organized by the China Coal Construction Association, with China Coal Construction and Installation Engineering Group Co., Ltd., Huaibei Mining (Group) Engineering Construction Co., Ltd. and other relevant units acting as the preparing bodies.

In the course of preparation the drafting group carried out thorough investigation and research, summarized several decades of practical experience in the construction of architectural engineering in coal preparation plants, referred to relevant standards at home and abroad, and gave full consideration to the structural characteristics of the buildings and structures of coal preparation plants. On the basis of a wide solicitation of opinions, and through repeated discussion, revision and refinement, the text was finalized after formal examination.

The specification is made up of 13 chapters and 1 appendix. Its main contents cover general provisions, terms, basic requirements, the coal storage yard, the silo, the trough bunker, the screening and crushing workshop, the main plant building, the filter workshop, the conveyor trestle or gallery, the thickener (concentrated) tank, the loading station, auxiliary buildings, engineering quality acceptance and green construction.

The National Energy Administration is responsible for the administration of this specification. The China Coal Construction Association is responsible for its day-to-day administration, and China Coal Construction and Installation Engineering Group Co., Ltd. is responsible for the interpretation of its specific technical content.

The foreword lists 39 chief drafters and 17 chief reviewers by name. The specification was approved by the National Energy Administration, the chief editing department being the China Coal Construction Association, and took effect on 1 March 2016.

Structure and Coverage of the Specification

The specification is arranged in 13 chapters and one appendix, followed by the explanatory back matter. The code prints both a Chinese table of contents and an English Contents, and the English headings reproduced below are those printed in the code itself.

Chapter 1, General Provisions, begins on page 1 and sets out the purpose of the code, its field of application, the promotion of new processes and materials, the requirement for technical archives, and the relationship of the code to other current national and industry standards.

Chapter 2, Terms, begins on page 2 and defines the eighteen terms used throughout the code, from the coal preparation plant itself to the individual structural elements of silos and trough bunkers and the high-strength bolt assembly.

Chapter 3, Basic Requirements, begins on page 4 and is divided into eleven sections covering the building trades common to the whole plant.

Chapter 5, Silo, begins on page 11 and is the longest chapter of the code, divided into seven sections that follow the silo from its foundation up to the observation of slip-forming.

Chapter 6, Trough Bunker, begins on page 22 and is divided into eight sections covering the semi-underground V-shaped bunker defined in clause 2.0.7.

The sections of Chapter 6 are 6.1 General Requirements (page 22), 6.2 Tunnel Wall Construction (page 22), 6.3 Wall of Silo Construction (page 23), 6.4 Liner Construction (page 26), 6.5 Coal Isolation Wall and Coal Retaining Wall Construction (page 27), 6.6 Coal Drop Tube Construction (page 27), 6.7 Steel Trestle Construction (page 27) and 6.8 Envelope Construction (page 28).

Chapter 7, Screening Broken Workshop, Main Machine Hall, Filter Workshop, begins on page 29 and is divided into three sections treating the three principal process buildings together.

The sections of Chapter 7 are 7.1 General Requirements (page 29), 7.2 Steel Structures Construction (page 29) and 7.3 Reinforced Concrete Construction (page 33).

Chapter 8, Coal Belt Conveyor Gallery, begins on page 34 and is divided into three sections following the same steel and concrete division as Chapter 7.

The sections of Chapter 8 are 8.1 General Requirements (page 34), 8.2 Steel Structures Construction (page 34) and 8.3 Reinforced Concrete Construction (page 36).

Chapter 9, Concentrated Tank, begins on page 37 and is divided into five sections covering the thickener tank from its foundation to its wall.

The sections of Chapter 9 are 9.1 General Requirements (page 37), 9.2 Foundation Works (page 38), 9.3 Pipe Ditch Construction (page 38), 9.4 Concentrated Tank Floor Construction (page 38) and 9.5 Supporting Wall Construction (page 39).

Chapter 10, Loading Bunker, begins on page 41 and is written as a single undivided chapter dealing with the loading station.

Chapter 11, Additional Building, begins on page 42 and likewise forms a single undivided chapter covering the auxiliary buildings of the plant.

Chapter 12, Quality Acceptance, begins on page 43 and is divided into 12.1 Classification of Quality Acceptance (page 43) and 12.2 Acceptance of Project Quality (page 46).

Chapter 13, Green Construction, begins on page 49 and is divided into six sections covering environmental protection and the saving of materials, water, energy and land.

The sections of Chapter 13 are 13.1 General Requirements (page 49), 13.2 Environmental Protection (page 49), 13.3 Material-saving and Material Utilization (page 50), 13.4 Water-saving and Water Resources Utilization (page 51), 13.5 Energy-saving and Energy Utilization (page 51) and 13.6 Land-saving and Land Utilization (page 51).

Appendix A, Division of Unit Project, Part and Sub-item Project, begins on page 53 and sets out how the architectural engineering of a coal preparation plant is divided into unit projects, parts and sub-parts, and sub-item projects for the purposes of quality acceptance.

The Explanation of Wording in This Code begins on page 57 and states how the auxiliary verbs used in the mandatory and recommended provisions are to be understood.

The List of Normative Standard begins on page 58 and enumerates the national and industry standards referred to by the code.

The Addition: Explanation of Provisions begins on page 60 and contains the clause-by-clause commentary issued together with the code.

Chapters 4 to 11 follow the process sequence of a coal preparation plant, running from the coal storage yard through the silo, the trough bunker, the screening, main and filter workshops, the conveyor gallery, the thickener tank and the loading bunker to the auxiliary buildings, while Chapters 3, 12 and 13 apply across the whole of the works.

The Chinese and English tables of contents correspond section by section, although a small number of English headings render the Chinese loosely; the Chinese wording governs in case of divergence.

1 Scope

Chapter 1, General Provisions, begins on page 1 of the specification and comprises five clauses numbered 1.0.1 to 1.0.5.

1.0.1 This specification is formulated in order to further standardize the construction of architectural engineering in coal preparation plants, to unify the standards for the construction and acceptance of architectural engineering in coal preparation plants, to guarantee engineering quality and to achieve safe, civilized and green construction.

1.0.2 This specification applies to the construction and acceptance of the principal architectural engineering works of newly built, extended and reconstructed coal preparation plants.

1.0.3 New processes, new technologies, new equipment and new materials should be promoted and applied in the construction of architectural engineering in coal preparation plants.

1.0.4 Technical archives shall be established during the construction of architectural engineering in coal preparation plants, and the collection and arrangement of the various records, as-built drawings and other documentary material shall be properly carried out. The as-built documentation shall be truthful, complete and integral, and shall be traceable.

1.0.5 In addition to complying with the provisions of this specification, the construction and acceptance of architectural engineering in coal preparation plants shall also comply with the provisions of the relevant current national and industry standards.

2 Terms

Chapter 2, Terms, begins on page 2 and establishes eighteen defined terms, numbered 2.0.1 to 2.0.18, each given in Chinese with its English equivalent and a full definition.

2.0.1 coal preparation plant. A plant which reduces the content of impurities in raw coal, such as ash and sulphur, and which processes the coal by separation in order to produce products of different qualities and specifications so as to satisfy different industrial uses.

2.0.2 silo. An upright container for the storage of bulk material whose plan shape is circular, rectangular, polygonal or of another geometric form; the part of it that accommodates the stored material is the silo body.

2.0.3 top of silo. The structure that closes the top of the silo body.

2.0.4 building above top of silo. A building erected on the top of the silo in accordance with the requirements of the process.

2.0.5 hopper. The container in the lower part of the silo body used for discharging the stored material.

2.0.6 cylinder structure. The collective designation of the lower wall beneath the hopper, including the buttress columns, together with the silo wall.

2.0.7 trough. A semi-underground V-shaped storage bunker made up of an underground wall or pile slab type coal return tunnel, the bunker walls, the upper coal distribution trestle, the internal coal isolation walls, the coal retaining walls and the enclosure structure.

2.0.8 normal construction method for trough. Construction carried out in the normal construction sequence: the earthwork is first excavated in layers and the slope support is constructed in layers, after which the ground foundation, the tunnel, the upper structure and the enclosure structure are built from the bottom upwards at the positions predetermined in the design drawings within the foundation pit.

2.0.9 reverse construction method for trough. Construction carried out in a sequence other than the normal one: the earthwork is first excavated in layers and the slope support is constructed in layers, then the engineering piles are constructed so as to form the supporting structure for the roof slab of the tunnel, and the roof slab of the coal return tunnel is then built using ground formwork; at that point the earthwork and bottom slab of the coal return tunnel and the upper structure may be built at the same time, until the works are completed.

2.0.10 abrasion resistant layer. The protective, wear-resisting structural layer applied at those parts, such as the silo bottom, the hopper and the silo wall, which are in direct contact with the stored material.

2.0.11 cone. The conical top slab at the top of a silo.

2.0.12 reinforcing steel bar supporting rack. Commonly known as a bar stool, used mainly in the reinforcement work of foundations and of cast-in-situ slabs with two or more layers of bars to support the upper layer of reinforcement; it is generally fabricated from section steel, reinforcing bar, plastic and similar materials.

2.0.13 mold method. A method in which, at the end of the buttress column attached to the wall of an unbonded prestressed silo, a recess is formed with timber formwork or formwork of another material so that the tensioning end and the fixed-end anchorage can be placed inside the recess; after the prestressing tendons have been tensioned the anchorage is sealed with concrete.

2.0.14 foundation pile construction by interval. In the construction of piles arranged in rows or at close spacing, a method in which the piles are built in batches with one or several piles skipped between them; once the first batch of piles has reached a certain strength the next batch is built following the same sequence.

2.0.15 bracket trough silo wall. A trough bunker wall formed by the combination of reinforced concrete beams, column brackets and wall slabs.

2.0.16 spray anchor trough silo wall. A trough bunker wall formed by the combination of soil nails, anchor rods and sprayed concrete.

2.0.17 hanging plate trough silo wall. A trough bunker wall formed by the combination of precast slabs and reinforced earth.

2.0.18 set of high strength bolt. The collective designation of a high-strength bolt together with the nut and washer matched to it.
