NB/T 51028-2015 is the English-translated version of 煤炭工业矿井施工组织设计规范.
NB/T 51028-2015 governs the preparation of the construction organisation design for a coal mine - the document that sets out how a mine will actually be built before the first shaft is sunk. Foreword
This document was issued on 2 April 2015 by the National Energy Administration of the PRC and takes effect on 1 September 2015.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.
It is classified under ICS 73.020, Chinese classification P 00/09.
This code has been prepared in accordance with the requirements of the Notice of the National Energy Administration on Issuing the First Batch of the 2013 Compilation and Revision Plan for Energy Sector Industry Standards (Guo Neng Ke Ji [2013] No. 235).
Under that plan the China Coal Construction Association organised Shaanxi Coal and Chemical Industry Group Co., Ltd., China Coal Xi'an Design Engineering Co., Ltd. and other relevant units to carry out the compilation work.
In the course of the compilation the working group carried out extensive investigation and analysis, and summarised the experience gained in the Chinese coal industry over recent decades in the preparation and the management of mine construction organization plans.
The working group gave full consideration to the differing circumstances of the various regions and of the various enterprises, and worked on the basis of the relevant laws, regulations and standards in force.
The code was developed by revising and completing the document Code for Coal Mine Construction Organization Plan of Coal Industry (Trial), previously released by the China Coal Construction Association. After opinions had been widely solicited, the text was submitted to a final review and settled.
The code is made up of thirteen chapters. Its principal content covers general provisions, terms, basic requirements, the general construction arrangement, construction preparation, the general construction layout plan, the major unit projects, the main production system of the coal mine under construction, the master schedule, the management by objectives plan, safety and occupational health, green construction, and the attached charts and tables.
The National Energy Administration is responsible for the administration of this code, and the China Coal Construction Association is responsible for its day-to-day management.
Shaanxi Coal and Chemical Industry Group Co., Ltd. and China Coal Xi'an Design Engineering Co., Ltd. are responsible for the interpretation of the specific technical content.

Chapter 1 states the purpose of the code, the projects to which it applies, the conditions that the construction organization plan must take into account, and the relationship between this code and the other standards in force. It occupies page 1 of the standard and contains four provisions, numbered 1.0.1 to 1.0.4.
1.0.1 This code is formulated in order to standardise the preparation and the management of the construction organization plan for coal industry mines, and to raise the level of construction management of coal industry mines.
1.0.2 This code applies to the preparation and the management of the construction organization plan of newly built, reconstructed and extended mine construction projects.
1.0.3 The construction organization plan of a coal industry mine shall be prepared in combination with the geological conditions of the mine, its hydrogeological conditions, the conditions of the region and the characteristics of the engineering works.
1.0.4 The preparation and the management of the construction organization plan of a coal industry mine shall comply not only with the provisions of this code but also with the provisions of the relevant standards of the country currently in force.
2 Terms
Chapter 2 sets out the terms used throughout the code. Each term is given in Chinese with its English equivalent, followed by the definition. The chapter begins on page 2 of the standard.
2.0.1 Construction organization plan of coal mine. A comprehensive technical, economic and managerial document that takes the mine construction project as its object of preparation, and that makes an overall arrangement for the whole construction process of the shaft and roadway works, the civil works and the mechanical and electrical installation works included in the mine construction project, so as to guide the technical, economic and managerial aspects of its construction.
2.0.2 The major unit projects and special projects. Those key unit projects or sub-part projects within a mine construction project whose construction technology is complex, whose volume of work is relatively large, and which affect the construction period of the mine.
2.0.3 Construction working specification. A document that takes an ordinary unit project or a sub-part or sub-item project as its main object of preparation, and that sets out the technical methods and the working procedures in order to give specific guidance to its construction.
2.0.4 Special construction method. Construction carried out by adopting special construction techniques and technological processes.
2.0.5 Construction collectivity arrangement. The overall planning and comprehensive arrangement made for the implementation process of a mine construction project, comprising the main construction objectives of the project, the construction methods, the construction sequence, the spatial organization, the technical organization, the resource organization and the arrangement of the construction organization.
2.0.6 Main construction system of coal mine. The mine construction systems that serve the execution of the shaft and roadway works, namely the construction hoisting, transport, ventilation, water supply and drainage, compressed air and power supply systems.
2.0.7 General working plan of the surface shaft-site. The term is printed at the foot of page 2 of the standard; its definition continues on the following page of the code, which is not among the pages examined here.
