NB/T 35048-2015 is the Chinese specification for the acceptance of hydropower projects, replacing DL/T 5123-2000. A hydropower scheme is not accepted once at the end of construction: it passes through a sequence of milestones at which the works must be judged ready before the next, irreversible step is taken - closing the river, filling the reservoir, starting the first unit - and each of those milestones carries its own risk to people downstream. The specification sets the general provisions and the basic requirements on who organises each acceptance, how an acceptance committee is formed, the application to be made and its timing, and the documents that must be submitted. Foreword
This document was issued on 2 April 2015 by the National Energy Administration of the PRC and takes effect on 1 September 2015.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.
It is classified under ICS 27.140, Chinese classification P59.
It replaces DL/T 5123-2000, which is superseded.
This specification was approved and issued by the National Energy Administration in Announcement No. 3 of 2015, dated 2 April 2015, which published 203 industry standards (106 energy standards NB and 97 electric power standards DL). It is effective from 1 September 2015 and replaces DL/T 5123-2000.
This specification was revised by the drafting group in accordance with the Notice of the National Energy Administration on the First Batch of Energy Industry Standard Formulation (Revision) Plans for 2010 (Guo Neng Ke Ji [2010] No. 320), after extensive investigation and research, careful summarization of practical experience and wide solicitation of opinions.
The main technical contents of this specification are: acceptance for closure, acceptance for reservoir impoundment, acceptance for starting turbine-generator sets, acceptance for special single projects, special acceptance for hydropower complex projects and final acceptance.
The main technical changes in this revision are: the scope of application, the contents of stage acceptance and final acceptance, the provisions on the basis for acceptance, the provisions on the organization of acceptance work and the provisions on acceptance applications have been revised; the conditions to be met for closure, impoundment, unit start-up, special single project, special complex works and final acceptance have been revised; provisions on the working procedures and methods of these acceptances have been added; the provisions on acceptance of special single projects have been revised; provisions on preparing the acceptance outline and the acceptance certificate have been added; and the list of basis documents for acceptance has been revised.
This specification is under the administration of the National Energy Administration, is proposed and routinely managed by China Renewable Energy Engineering Institute, and the Energy Industry Standardization Technical Committee on Hydropower Survey and Design is responsible for interpreting its specific technical contents. 1 Scope
NB/T 35048-2015 is the Chinese specification for the acceptance of hydropower projects, replacing DL/T 5123-2000. A hydropower scheme is not accepted once at the end of construction: it passes through a sequence of milestones at which the works must be judged ready before the next, irreversible step is taken - closing the river, filling the reservoir, starting the first unit - and each of those milestones carries its own risk to people downstream. The specification sets the general provisions and the basic requirements on who organises each acceptance, how an acceptance committee is formed, the application to be made and its timing, and the documents that must be submitted. 1.0.1 This specification is formulated in accordance with the relevant national laws, regulations and rules in order to standardize and strengthen the management of hydropower project acceptance, safeguard the safety of the project and of the lives and property of people upstream and downstream, meet the requirements of the project tasks and achieve the intended functions of the project.
1.0.2 This specification applies to the acceptance of state key hydropower station construction projects and of hydropower station projects approved (examined and approved) by the state. Acceptance for starting the turbine-generator sets of large hydropower plants (total installed capacity of 300 MW and above) in other construction projects shall also follow the requirements of this specification. Other hydropower projects may also apply this specification.
1.0.3 Acceptance of hydropower projects is divided into stage acceptance and final acceptance. Stage acceptance includes acceptance for river closure, acceptance for reservoir impoundment and acceptance for starting turbine-generator sets; before acceptance for closure and before acceptance for impoundment, the corresponding stage acceptance of land acquisition and resettlement for construction shall be carried out respectively.
1.0.3 (item 2) Final acceptance of the project shall be carried out after the special acceptances of the hydropower complex works, land acquisition and resettlement, environmental protection, soil and water conservation, fire protection, occupational safety and industrial hygiene, final accounts and project archives, as well as the acceptance of special single projects, have been passed. Acceptance of special single projects does not affect the special acceptance of the hydropower complex works or the other special acceptances.
1.0.4 Hydropower projects must be accepted in a timely manner before river closure, before reservoir impoundment, before starting the turbine-generator sets and after completion of the works.
1.0.5 The national energy authority is responsible for the supervision and management of hydropower project acceptance. The energy authorities of local people's governments at all levels are responsible for, and participate in, the management, guidance, coordination and supervision of hydropower project acceptance within their administrative regions according to their prescribed competence.
1.0.6 For acceptance for river closure, reservoir impoundment and starting turbine-generator sets, special acceptance of the hydropower complex works, acceptance of special single projects and final acceptance, an acceptance committee shall be established to organize the acceptance work. The acceptance work shall be scientific, objective, impartial and standardized.
1.0.7 The acceptance of hydropower projects shall be based mainly on the following documents: relevant national laws, regulations and industry provisions; relevant national and industry codes, specifications and technical standards; the project approval (examination and approval) documents; the approved feasibility study report (or original preliminary design), the special reports, major design change reports and budget estimate adjustments that have passed the technical review of the competent project authority, together with the corresponding review and approval opinions and the corresponding design documents and drawings; and the contract documents for project construction together with the quality standards and technical documents explicitly adopted in the contracts.
1.0.8 The special acceptances of land acquisition and resettlement, environmental protection, soil and water conservation, fire protection, occupational safety and industrial hygiene, final accounts and project archives shall be handled by the project legal person in accordance with the relevant laws, regulations and provisions.
1.0.9 The costs required for the acceptance of hydropower projects shall be included in the project budget estimate.
1.0.10 In addition to this specification, the acceptance of hydropower projects shall also comply with the relevant current national standards.
2 Basic requirement
2.1.1 Acceptance for reservoir impoundment, special acceptance of the hydropower complex works and final acceptance are the responsibility of the energy authority of the provincial people's government, which entrusts an organization with a proven record and capability as the technical presiding organization, organizes an acceptance committee to carry out the acceptance, and invites the relevant departments, the enterprise group separately listed in state planning to which the project legal person belongs, relevant organizations and experts to participate. The chairman of the acceptance committee is the energy authority of the provincial people's government, which may also entrust the technical presiding organization with this role; the vice chairmen are the provincial development and reform commission, the technical presiding organization and the enterprise group separately listed in state planning.
2.1.1 (continued) For projects built on rivers crossing provinces (autonomous regions, municipalities directly under the central government), acceptance for reservoir impoundment, special acceptance of the hydropower complex works and final acceptance are the joint responsibility of the energy authorities of the provincial people's governments of the provinces concerned.
2.1.2 Acceptance for river closure is carried out by an acceptance committee organized jointly by the project legal person with the provincial development and reform commission and energy authority, with the relevant departments, the enterprise group separately listed in state planning to which the project legal person belongs, relevant organizations and experts invited to participate. The chairman of the acceptance committee is the project legal person; the vice chairmen are the provincial development and reform commission, the energy authority and the enterprise group separately listed in state planning.
2.1.3 Acceptance for starting turbine-generator sets is carried out by an acceptance committee organized jointly by the project legal person and the power grid operating and management organization, with the provincial development and reform commission, the energy authority, relevant departments, the enterprise group separately listed in state planning to which the project legal person belongs, relevant organizations and experts invited to participate. The chairman and vice chairmen are determined through consultation between the project legal person and the grid operating and management organization, but the vice chairmen shall include the provincial development and reform commission, the energy authority and the regional agency of the national energy authority.
2.1.3 (continued) The organization of acceptance for starting the turbine-generator sets of large hydropower plants in other projects may follow the relevant industry provisions, but the vice chairmen of the acceptance committee shall include the provincial development and reform commission, the energy authority, the regional agency of the national energy authority and the power grid operating and management organization.
2.1.4 Acceptance of special single projects is carried out by a special single project acceptance committee organized by the presiding organization of the final acceptance. When necessary, the final acceptance presiding organization may organize this committee jointly with the relevant departments or organizations.
2.1.5 An expert group is set up under the acceptance committee. The expert group is organized by the technical presiding organization and undertakes the technical pre-acceptance and the work authorized by the acceptance committee.
2.1.6 The project legal person is responsible for organizing the preparatory work before acceptance and for assisting the acceptance committee in carrying out its work.
2.2.1 For acceptance for river closure, the project legal person shall submit the closure acceptance application to the energy authority of the provincial people's government 6 months before the planned closure.
2.2.2 For acceptance for reservoir impoundment, the project legal person shall, according to the construction schedule, submit the impoundment acceptance application to the energy authority of the provincial people's government 6 months before the planned gate closing for impoundment. The application report shall at the same time be copied to the technical presiding organization.
2.2.3 For acceptance for starting turbine-generator sets, the project legal person shall submit the start-up acceptance application to the energy authority of the provincial people's government 3 months before the start-up acceptance of the first turbine-generator set, with a copy to the power grid operating and management organization.
2.2.4 For special acceptance of the hydropower complex works, the project legal person shall, according to the construction schedule, submit the application to the energy authority of the provincial people's government 3 months before the planned special acceptance. The application report shall at the same time be copied to the technical presiding organization.
2.2.5 For acceptance of special single projects, the project legal person shall, according to the construction schedule requirements, submit the application to the energy authority of the provincial people's government 3 months before the planned acceptance. The application report shall at the same time be copied to the technical presiding organization.
2.2.6 For final acceptance, the project legal person shall, within 12 months after the works are basically completed or all units have been put into operation, start the work relating to final acceptance and handle the special acceptances of land acquisition and resettlement, environmental protection, soil and water conservation, fire protection, occupational safety and industrial hygiene, final accounts and project archives in accordance with the relevant laws and regulations. The project legal person may apply for final acceptance separately or together with the special acceptance of the hydropower complex works; if separately, the final acceptance application is submitted to the energy authority of the provincial people's government and copied to the technical presiding organization.
2.3.1 After receiving the acceptance application report, the acceptance presiding organization shall establish the acceptance committee through consultation with the departments and organizations taking part jointly in the acceptance.
2.3.2 The acceptance committee shall formulate and issue the acceptance outline. The main contents of the acceptance outline are given in Appendix A of this specification.
2.3.3 The technical presiding organization shall organize the expert group to carry out on-site inspection of the project and technical pre-acceptance, hear the reports of the organizations concerned and review the acceptance documents.
2.3.4 The acceptance committee convenes the project acceptance meeting to study and confirm the acceptance conditions.
2.3.5 The acceptance committee presents the results of the acceptance work.
2.4.1 The main result of project acceptance is the acceptance certificate. It shall be signed by the chairman and vice chairmen of the acceptance committee, with the signed list of all committee members and the signed list of representatives of the organizations being accepted attached. The technical pre-acceptance opinions of the expert group shall be an annex to the acceptance certificate. The main contents of the acceptance certificate are given in Appendix B of this specification.
2.4.2 The acceptance conclusion must be agreed by more than two thirds of the members of the acceptance committee. Where members disagree with the conclusion, their reservations shall be clearly recorded in the acceptance certificate and signed by them.
2.4.3 Disputes arising during acceptance are coordinated and decided by the chairman of the acceptance committee, and reservations on major issues raised by committee members are entered in a memorandum as an annex to the acceptance certificate. Major issues on which the chairman's decision is opposed by more than half of the members, or which are difficult to decide, shall be referred by the committee to the acceptance presiding organization for decision; its decision document shall be an annex to the acceptance certificate, and major matters shall be reported promptly to the energy authority of the provincial people's government.
2.4.4 Where, during acceptance for starting the turbine-generator sets of large hydropower plants (total installed capacity of 300 MW and above) in other construction projects, the project legal person and the power grid operating and management organization disagree, the acceptance opinions shall be reported promptly to the energy authority of the provincial people's government for coordination.
2.4.5 The acceptance certificate is issued in eight originals, sent by official letter from the acceptance presiding organization to the organizations concerned. Photocopies shall not be used as originals of the acceptance certificate.
2.5.1 The documents required for acceptance shall be completed on time as required, with the project legal person responsible for organizing and coordinating the organizations concerned. Each organization is responsible for the authenticity of the documents it submits. The lists of documents to be provided and documents kept for reference are given in Appendix C of this specification.
2.5.2 The originals of the acceptance documents shall bear the official seal of the organization concerned.
2.5.3 After the acceptance work is completed, the main acceptance documents shall be archived in accordance with the regulations.
3 Acceptance for closure
3.0.1 River closure of a hydropower project is marked by cutting off the flow of the main river channel, the start of water retention by the cofferdams of the main works and the passage of water through the diversion structures. Acceptance for closure shall inspect and accept the diversion structures, the closure preparations and the cofferdam design and construction scheme according to the approved design scheme, so as to ensure the safety of construction after closure and cofferdam water retention and of the lives and property of people upstream and downstream.
3.1.1 The diversion and discharge structures related to closure have been basically completed according to the design requirements, their quality is acceptable, they can pass water, and passing water will not affect continued construction of the unfinished works.
3.1.2 The underwater concealed works of the main works related to closure have been completed, with quality meeting the standards specified in the contract documents.
3.1.3 The closure implementation scheme and the cofferdam design and construction scheme have passed the review organized by the project legal person, and all preparations have been made according to the approved closure scheme, including organization, personnel, machinery, roads, material stockpiles, communications and emergency measures. The construction schedule after closure has been arranged and put in place, and the status of the works before the flood season can meet the flood season safety requirements.
3.1.4 The flood season safety scheme after closure has been reviewed and approved, its measures have been basically implemented, upstream flood forecasting has been arranged, and flood season safety requirements can be met.
3.1.5 The pre-closure land acquisition and resettlement tasks defined in the resettlement planning and design documents have been completed; the resettlement authority of the provincial people's government where the project is located has organized the stage acceptance, issued its acceptance opinions and given a clear conclusion that closure will not be affected.
3.1.6 Temporary navigation or traffic transfer problems on navigable rivers have been basically solved, or agreements have been reached with the departments concerned.
3.1.7 The diversion structures passing water related to closure have undergone special safety appraisal before closure; for hydropower projects using staged river-bed diversion, the permanent structures (including concealed works) that temporarily retain water have undergone special (closure) safety appraisal before water enters the construction pit, with a conclusion that they can be put into operation.
3.1.8 The closure stage quality supervision report has been submitted, with the conclusion that the project quality satisfies the requirements for closure.
3.2.1 Inspect on site and confirm that the diversion and discharge structures related to main river-bed closure have been completed; evaluate the flow conditions of the diversion structures on the basis of the verification results of their structural safety and discharge capacity; inspect and evaluate their construction quality and the results of defect treatment; inspect and evaluate the feasibility of the scheme for removing the cofferdams or rock plugs at their inlets and outlets.
3.2.2 Inspect on site and evaluate the construction quality of the underwater parts of the main works structures related to closure.
3.2.3 Inspect and evaluate the feasibility of the cofferdam design and construction scheme.
3.2.4 Inspect and evaluate the flood control and flood season safety measures for the cofferdams and the main works during the construction period.
3.2.5 Inspect on site and evaluate the feasibility of the closure scheme reviewed and determined by the project legal person.
3.2.6 Inspect on site and evaluate the preparations for closure and for cofferdam construction.
3.2.7 Inspect the implementation of special reservoir works and resettlement before closure, the closure stage resettlement acceptance technical documents, and the implementation of the outstanding opinions from the stage acceptance of land acquisition and resettlement.
3.2.8 Inspect the acceptance documents of the organizations participating in the project construction.
3.3.1 The acceptance presiding organization organizes the preparation and issue of the acceptance outline and puts forward the acceptance work plan and the preparation requirements.
3.3.2 The acceptance presiding organization organizes the acceptance expert group to inspect the actual condition of the project on site, understand the closure conditions and preparations, inspect and evaluate the cofferdam design scheme and the post-closure flood control and flood season safety scheme, carry out the closure technical pre-acceptance and put forward the opinions of the closure acceptance expert group.
3.3.3 The acceptance committee convenes the closure acceptance meeting once the closure stage acceptance of land acquisition and resettlement has been completed with a conclusion that closure requirements are satisfied.
3.3.4 The main work of the closure acceptance meeting includes: hearing the reports of the project owner, design, supervision and construction organizations, and the quality supervision conclusions, the special (closure) safety appraisal conclusions, the closure stage acceptance opinions on land acquisition and resettlement and the opinions of the acceptance expert group; inspecting the closure scheme and its preparations; inspecting the post-closure flood season safety standards and measures; reviewing the relevant documents and confirming all closure acceptance conditions; proposing treatment opinions on outstanding issues; and discussing, deliberating and forming the closure acceptance certificate.
3.3.5 The acceptance presiding organization submits the acceptance certificate to the energy authority of the provincial people's government, with copies to the organizations concerned.
4 Acceptance for reservoir impoundment
4.0.1 Reservoir impoundment of a hydropower project is marked by cutting off the flow through the diversion structures, water retention by the dam and the start of reservoir filling. Acceptance for impoundment shall accept the water-retaining and discharge structures related to impoundment and the reservoir banks near the dam according to the approved project design scheme, so as to ensure the safety of the hydropower project and of the lives and property of people upstream and downstream after impoundment.
4.1.1 The status of the dam foundation and seepage control works, the dam and other water-retaining structures, dam joint grouting and reservoir basin seepage control works can meet the requirements for impoundment (to the target water level), the quality is acceptable, and impoundment will not affect continued construction and flood season safety.
4.1.2 The inlet and outlet gates and trash racks of the water conveyance structures related to impoundment are in place and can retain water.
4.1.3 The discharge structures that must operate after impoundment have been basically completed; the gates and hoists required for impoundment and discharge have been installed, their power supply is reliable and they can operate normally.
4.1.4 The internal and external monitoring instruments and equipment of all structures have been embedded and commissioned according to the design requirements, and initial readings have been obtained.
4.1.5 Unstable reservoir banks, reservoir leakage and other conditions affecting safe operation after impoundment have been treated according to the design requirements; the reservoir-induced earthquake monitoring facilities have been completed according to the design requirements and baseline values have been obtained.
4.1.6 The closure gates, gate slots and hoisting equipment of the diversion and discharge structures have been inspected and are in good condition, meeting the requirements for gate closing and plugging.
4.1.7 The gate closing and impoundment plan and the construction organization design have been prepared and have passed the review organized by the project legal person; all preparations for gate closing and impoundment have been made, including organization, personnel, roads, communications, leakage plugging and emergency measures.
4.1.8 The reservoir operation and power station dispatching rules and the flood control and flood season safety scheme for initial operation after impoundment have been prepared and reviewed or approved by the competent project authority; navigation and downstream water supply problems during impoundment have been resolved; the hydrological forecasting system can meet the requirements of impoundment.
4.1.9 The environmental protection and soil and water conservation works affected by impoundment have been basically completed and impoundment will not affect continued construction. The ecological flow release scheme during impoundment has been determined, its measures have been basically implemented, and arrangements have been made for the affected downstream parties.
4.1.10 The operating organization is ready, qualified operating personnel are in place, operating procedures for all control equipment have been prepared, and all facilities can meet the requirements of initial operation.
4.1.11 The special reservoir-area works affected by impoundment have been basically completed, and resettlement and reservoir-area clearing have been finished. The resettlement authority of the provincial people's government where the project is located has organized the stage acceptance of land acquisition and resettlement, issued its acceptance opinions and given a clear conclusion that impoundment will not be affected.
4.1.12 The impoundment safety appraisal report has been submitted, with a clear conclusion that impoundment can be carried out.
4.1.13 The impoundment stage quality supervision report has been submitted, with the conclusion that the project quality satisfies the requirements for impoundment.
4.1.14 An emergency rescue plan for accidents during the impoundment period has been prepared and filed for the record.
4.2.1 Inspect on site whether the status of the works meets the impoundment conditions.
4.2.2 Evaluate the safety of impoundment and of the dam on the basis of the approved design scheme, the actual status of the works and changes to the implementation scheme, the verification results of the stability and structural safety of the water-retaining and discharge structures, and the results of monitoring data analysis.
4.2.3 Inspect and evaluate the feasibility of the flood control and flood season safety standards and measures for initial operation after impoundment.
4.2.4 Inspect and evaluate the feasibility of the impoundment plan of the project.
4.2.5 Inspect and evaluate the navigation and downstream water supply (including ecological flow) schemes and their preparation for the initial operation after impoundment.
4.2.6 Inspect and evaluate the construction scheme and preparations for gate closing and plugging of the diversion structures. Inspect whether the diversion and discharge structures, closure gates, plug sections and their water-retaining tunnel sections are able to withstand the maximum water pressure of the impoundment period after gate closing.
4.2.7 Inspect and evaluate the construction quality of the water-retaining and discharge structures and the results of defect treatment on the basis of the contractor's self-inspection, supervision and third-party on-site inspection results.
4.2.8 Inspect and evaluate the verification results of the slope stability of the dam and of the reservoir banks near the dam on the basis of the geological verification survey results.
4.2.9 Inspect the installation and commissioning of the gates and hoisting equipment of the water-retaining and discharge structures and the preparation of the closure gates of the diversion structures.
4.2.10 Inspect the completion of the dam safety monitoring works and the initial operation monitoring and initial value acquisition, and evaluate the results of monitoring data analysis.
4.2.11 Inspect the implementation of the outstanding opinions from the impoundment safety appraisal.
4.2.12 Inspect the implementation of special reservoir-area works, resettlement and reservoir bottom clearing in the impoundment stage, the impoundment stage resettlement acceptance technical documents, and the implementation of the outstanding opinions from the stage acceptance of land acquisition and resettlement.
4.2.13 Inspect the acceptance basis documents of the organizations participating in the project construction.
4.3.1 The acceptance presiding organization organizes the preparation and issue of the acceptance outline and puts forward the acceptance work plan and the preparation requirements.
4.3.2 The acceptance presiding organization organizes the acceptance expert group to carry out on-site inspection and technical pre-acceptance. The expert group shall inspect the actual construction condition on site, analyze and confirm the impoundment conditions, inspect and pre-accept the acceptance documents submitted by the participating organizations, and propose treatment opinions on issues that do not meet the impoundment acceptance requirements.
4.3.3 Once the impoundment stage acceptance of land acquisition and resettlement has been completed with a conclusion satisfying impoundment requirements, the acceptance presiding organization organizes the expert group to verify the rectification of the on-site inspection opinions, inspect the relevant acceptance technical documents and put forward the opinions of the impoundment acceptance expert group.
4.3.4 Once the acceptance expert group has completed the technical pre-acceptance with a conclusion satisfying the impoundment acceptance requirements, the acceptance committee convenes the impoundment acceptance meeting.
4.3.5 The main work of the impoundment acceptance meeting includes: hearing the reports of the project owner, design, supervision, construction, monitoring, equipment manufacturing and installation and operating organizations, and the quality supervision conclusions, the impoundment safety appraisal conclusions, the impoundment stage acceptance opinions on land acquisition and resettlement and the opinions of the expert group; inspecting the impoundment plan and its preparations; inspecting the post-impoundment flood season safety standards and measures; reviewing the relevant documents and confirming all impoundment acceptance conditions; proposing treatment opinions on outstanding issues; and discussing, deliberating and forming the impoundment acceptance certificate.
4.3.6 The acceptance presiding organization submits the acceptance certificate to the energy authority of the provincial people's government, with copies to the organizations concerned.
4.3.7 For hydropower projects with staged impoundment that does not involve a corresponding (staged) resettlement acceptance, the acceptance committee may authorize the acceptance expert group to act on its behalf; otherwise acceptance by the acceptance committee is still required.
4.3.8 After the impoundment acceptance is completed, the project legal person shall report the gate closing, the impoundment and the post-impoundment situation to the acceptance presiding organization within the prescribed time, and the presiding organization may, as the situation requires, organize the expert group to re-inspect the impoundment on site.
4.3.9 The acceptance presiding organization shall report the gate closing, the impoundment and the post-impoundment situation to the energy authority of the provincial people's government as prescribed.
5 Acceptance for starting turbine-generator sets
5.0.1 Acceptance for starting turbine-generator sets is the preliminary assessment and overall quality evaluation of the manufacture and installation of the corresponding water conveyance system, the turbine-generator set and its auxiliary equipment, carried out after the installation of the set and related electromechanical equipment has been completed and inspected as acceptable, and before the set enters initial commercial operation. Every unit put into operation for the first time shall undergo start-up trial operation tests and start-up acceptance, so that it enters production safely, reliably and completely and delivers the project benefits. A unit may be connected to the grid only after passing the tests and the handover acceptance.
5.1.1 The hydropower complex works have passed the impoundment acceptance and their status can meet the requirements of initial power generation; the corresponding water conveyance system has been built according to the design documents with acceptable quality; the reservoir level has risen above the minimum generating water level; the tailwater outlet has been cleared according to the design requirements; the special safety appraisal report on the water conveyance system has been submitted, with a conclusion that the conditions for water filling and trial operation are met.
5.1.2 The inlet and outlet gates of the water conveyance system of the unit to be accepted and their hoisting equipment have been installed and commissioned to meet the opening and closing requirements; the inlets and outlets of the water conveyance systems of units not yet installed have been reliably closed.
5.1.3 The civil works in the powerhouse have been basically completed according to the contract documents and design drawings; the section of the unit to be accepted has been fenced off, access passages on all floors and powerhouse lighting are in place, meeting the needs of safe construction of works in progress and safe trial operation of the unit; the powerhouse drainage system has been installed and commissioned and can operate reliably; flood control and drainage facilities of the powerhouse area have been arranged to ensure safe operation in the flood season.
5.1.4 The unit to be accepted and its auxiliary equipment, including the oil, air and water systems, have been completely installed, commissioned and subjected to trial running by parts, with quality meeting the standards specified in the contract documents; the plant common systems and automation systems have been put into service and can meet the needs of trial operation of the unit.
5.1.5 The primary and secondary electrical equipment of the unit have been inspected and tested as acceptable, operate accurately and reliably, and meet the requirements of voltage step-up, transformation, power transmission, measurement, control and protection; the grounding resistance of the plant grounding system complies with the design; the computer supervisory control system has been installed and commissioned as acceptable.
5.1.6 The system communication, the plant internal communication system and the external communication system have been built according to the design and installed and commissioned as acceptable.
5.1.7 The civil works of the step-up substation, switchyard, outgoing line yard and similar areas have been built according to the design requirements and the direct lightning protection system is in place, allowing safe energization of high-voltage electrical equipment; the necessary external transmission lines have been erected and the line relay protection equipment has been installed and commissioned as acceptable with the system.
5.1.8 The fire protection facilities meet the fire prevention requirements.
5.1.9 The instruments and equipment provided by the organization responsible for installation and commissioning meet the needs of unit trial operation. The production organization responsible for station operation is ready, the staffing of operating personnel meets the needs of initial commercial operation of the unit, the operating procedures have been prepared, and the instruments and equipment provided meet the needs of initial commercial operation.
5.1.10 The quality supervision report for the unit start-up acceptance stage has been submitted, with the conclusion that the project quality satisfies the requirements for start-up acceptance.
5.2.1 Review and approve the start-up trial operation program outline and the trial operation plan for the unit equipment.
5.2.2 Inspect and evaluate whether the status and quality of the unit and its auxiliary equipment, common hydraulic machinery equipment, electrical equipment, metal structure equipment and hydraulic structures of the water conveyance system comply with the standards specified in the contract documents and meet the unit start-up requirements.
5.2.3 Through on-site inspection and document review, check whether the conditions required in 5.1 and any other conditions deemed necessary by the acceptance committee are met, identify the work and precautions to be completed before start-up, conclude whether the unit may enter start-up trial operation, and determine the time of the first start-up of the unit.
5.2.4 Evaluate the inspection results of the commissioning tests of the unit to be accepted and confirm whether a conventional unit meets the conditions for entering the 72-hour load trial operation, or a pumped storage unit the conditions for entering the 15-day load trial operation.
5.2.5 Confirm the list of project items for acceptance and handover.
5.3.1 The acceptance presiding organization organizes the preparation and issue of the start-up acceptance outline and puts forward the acceptance work plan and the preparation requirements.
5.3.2 After the unit to be accepted has been installed and inspected as acceptable, the acceptance presiding organization organizes the expert group to carry out on-site inspection, evaluating the manufacture, construction and installation, trial operation and preliminary acceptance of the unit water conveyance system, the unit itself, its auxiliary equipment, the oil, air, water and other common systems related to the unit, the electrical equipment and the control and protection equipment, and identifying problems and treatment opinions. On the basis of the inspection results the expert group concludes on putting the unit into start-up trial operation, determines the time of the first start-up and identifies the work and precautions to be completed before start-up.
5.3.3 After all specified test items of the start-up trial operation have been completed, the acceptance expert group, together with the project owner, operating and installation organizations, shall confirm the list of project items for acceptance and handover.
5.3.4 According to the acceptance work plan and actual site conditions, after start-up trial operation and when the start-up acceptance conditions specified in 5.1 are met, the acceptance committee convenes the start-up acceptance meeting and completes the following main work: hearing the supervision organization's inspection report on project quality, the reports of the project owner, design, construction, quality supervision, project safety monitoring and production organizations, the report on fire protection acceptance and the report on start-up trial operation and handover preparations; evaluating the commissioning test results and confirming that a conventional unit meets the conditions for the 72-hour, or a pumped storage unit for the 15-day, load trial operation; authorizing the expert group to review the load trial operation report; forming the draft start-up acceptance certificate, concluding whether the unit has passed start-up trial operation and confirming its capability for initial commercial operation; and proposing treatment opinions on items not yet meeting requirements and on existing problems.
5.3.5 After a conventional unit has completed the 72-hour load trial operation, or a pumped storage unit the 15-day load trial operation, the trial operation organization submits the load trial operation report, which the acceptance expert group reviews before putting forward its opinions.
5.3.6 On the basis of the review opinions of the acceptance expert group, the chairman and vice chairmen of the acceptance committee formally issue the start-up acceptance certificate, with the test records attached.
