NB/T 11564.2-2024 is the Chinese standard that classifies and codes the planning information of a hydropower project, the second part of the NB/T 11564 series built on the general rules of NB/T 11563. It exists because planning is the discipline whose output nobody can find again. The planning stage of a dam produces the numbers that everything downstream depends on - the characteristic water levels, the installed capacity, the energy computation, the economic case - and those numbers are then revisited for thirty or fifty years, when the scheme is re-optimised, when the reservoir operating rules are changed, when the project is refinanced or when a regulator asks why the plant was sized as it was. By then the study is a report in an archive with a title nobody remembers. Giving each planning quantity a code that never changes is what makes it retrievable. The document divides planning information into two major classes: water energy planning, in ten medium classes covering basic data, project tasks and the necessity of construction, hydraulic and energy computation, characteristic water levels and storage capacity, installed capacity, scheme justification, project benefits, operational dispatching, project documents and operational information; and economic evaluation, in three medium classes covering national economic evaluation, financial evaluation and project documents. Those divide further through minor, sub, sub-sub, fine and micro classes, by a mixed method that combines line and facet classification, with the rule that levels are filled in order and no level may be left empty. The code is the general project code of NB/T 11563 followed by the discipline identification code 02 for planning and then the category code, one digit for the major class and two for every level below it. Three principles govern it: uniqueness, so one code identifies one object; systematisation, so the codes follow the classification; and extensibility, so that adding a new object never changes an existing code - the property that lets the scheme survive across the life of the project. The substance is the normative Annex A, thirty-six pages giving the name and code of every planning information category. It was issued on 24 May 2024 by the National Energy Administration and took effect on 24 November 2024.

1 Scope

This document specifies the principles and the method of classifying and coding the planning information of hydropower projects, and gives the classification and the codes of that planning information.
This document applies to the classification and coding of planning information over the whole life cycle of a hydropower project: planning, design, construction, operation and decommissioning.

3 Terms and definitions
3.1 classification
The process of distinguishing classification objects according to selected attributes or characteristics, and of grouping together those classification objects that share a common attribute or characteristic. [GB/T 10113-2003, definition 2.1.2, modified]
3.2 coding
The process of assigning a code to a thing or a concept. [GB/T 10113-2003, definition 2.2.1, modified]
3.3 code
A character or group of characters that represents a specific thing or concept. [GB/T 10113-2003, definition 2.2.5]
3.4 planning information
The information of the planning discipline at each stage of a hydropower project, comprising principally the water energy planning information and the economic evaluation information.
4 Overall requirements
4.1 The classification and coding of the planning information of a hydropower project shall comply with the provisions of GB/T 7027 and shall be consistent with the overall requirements of NB/T 11563.
4.2 The classification of the planning information of a hydropower project shall follow the following principles:
a) the classification of planning information shall cover every stage of the whole life cycle of the hydropower project, without repetition or overlap;
b) the classification of planning information shall suit the actual practice of hydropower project planning, and shall take characteristics that are stable as the basis of the classification;
c) the classification of planning information shall form a systematic classification scheme, with the classification levels reasonably distributed, correctly reflecting the category or the subordination characteristics of the planning information;
d) the classification of planning information shall facilitate the exchange and sharing of information;
e) the classification of information at the same level shall leave room for extension, so that adding new information classes does not disturb the existing classification scheme.
4.3 The coding of the planning information of a hydropower project shall be based on the classification of the planning information, and shall follow the following principles:
a) the principle of uniqueness: different planning information is identified by different codes, and each code may identify one coding object only;
b) the principle of systematisation: the codes of the planning information of a hydropower project are compiled from the results of the classification of that information, so forming a code scheme for the planning information of hydropower projects;
c) the principle of extensibility: the codes shall be extensible, so that when coding objects are added the corresponding codes can be added conveniently.
4.4 The coding of the planning information of a hydropower project shall satisfy the following requirements:
a) the codes shall be expressed in Arabic numerals;
b) the codes shall be simple, practical and easy to compile;
c) the codes shall remain fixed, and the codes of existing coding objects shall not be changed when new coding objects are added.
5 Classification method
5.1 Planning information shall be classified by a mixed classification method combining the line classification method and the facet classification method, according to the characteristics of the information and its subordination or inclusion relationships. The classification levels may be divided into major class, medium class, minor class, sub-class, sub-sub-class, fine class and micro class.
5.2 Planning information may be divided into two major classes, water energy planning and economic evaluation. The water energy planning major class may be divided into ten medium classes: basic data, project tasks and the necessity of construction, hydraulic and energy computation, characteristic water levels and storage capacity, installed capacity, scheme justification, project benefits, operational dispatching, project documents and operational information. The economic evaluation major class may be divided into three medium classes: national economic evaluation, financial evaluation and project documents.
5.3 According to the information content and the characteristics of the results, the medium classes of planning information may be further divided into the lower levels of minor class, sub-class, sub-sub-class, fine class and micro class.
5.4 The classification of each kind of planning information of a hydropower project shall proceed level by level in order, and there shall be no empty level.
6 Code structure
6.1 The code of the planning information of a hydropower project shall consist of the general information code of the hydropower project and the special information code, the special information code being made up of the discipline identification code and the discipline category code. The code structure of the planning information of a hydropower project shall comply with the provisions of Figure 1.
6.2 The planning discipline identification code is the Arabic numerals 02.
6.3 The planning category code shall consist of code levels at the different hierarchical levels. The graded codes may be divided into the major class code, the medium class code, the minor class code, the sub-class code, the sub-sub-class code, the fine class code and the micro class code.
6.4 Among the planning category codes, the major class code is one Arabic numeral and all the other codes consist of two Arabic numerals.
