NB/T 11377-2023 is the Chinese guide for preparing the final account of a wind farm project - the closing statement drawn up when construction ends, which converts everything actually spent into the asset value that goes on the books. It is the document that settles what the project cost, as against what it was budgeted and tendered to cost. The guide sets the general requirements and the scope of the final account, the timing of its preparation and the material that must be gathered first. Introduction

The final account of a wind power project is the summary document prepared by the project construction unit after the completion of the construction project, in accordance with the relevant national policies and the relevant provisions of the industry, which comprehensively reflects all the construction expenses, the construction results and the financial position of the completed project. It is the written statement that confirms the value of the newly added fixed assets and of the assets delivered for use; it is the analytical report that checks the execution of the design budgetary estimate and that reflects the actual cost and the investment effect of the construction project; and it is an important constituent part of the completion acceptance documents of a wind power project.

In order to meet the needs of the completion acceptance management of wind power projects, to standardize and unify the preparation of the final account of wind power projects, to raise the quality and the efficiency of preparation, to improve the whole-process cost management system of wind power projects and to sum up construction experience, this document has been formulated on the basis of thorough investigation and study and of the wide solicitation of the opinions of the industry, in accordance with the requirements of the Notice of the General Department of the National Energy Administration on Issuing the 2022 Plan for the Formulation and Revision of Industry Standards in the Energy Field and the Plan for Foreign-language Versions and Translations (Guo Neng Zong Tong Ke Ji [2022] No. 96).

1 Scope

NB/T 11377-2023 is the Chinese guide for preparing the final account of a wind farm project - the closing statement drawn up when construction ends, which converts everything actually spent into the asset value that goes on the books. It is the document that settles what the project cost, as against what it was budgeted and tendered to cost. The guide sets the general requirements and the scope of the final account, the timing of its preparation and the material that must be gathered first. It then works through the account structure item by item: construction and installation works by category, equipment purchase and transport, other construction costs including land acquisition and resettlement, preparatory and management costs, interest during construction, and the contingency drawn down. This document specifies the method of preparation and the contents making up the final account of wind power projects.

This document is applicable to the preparation of the final account of onshore and offshore wind power projects.

2 Normative references

The contents of the following documents constitute indispensable provisions of this document through the normative references made to them in the text. For dated references, only the edition corresponding to that date applies to this document. For undated references, the latest edition of the referenced document (including all amendments) applies to this document.

3 Terms and definitions

For the purposes of this document, the following terms and definitions apply.

3.1 design budgetary estimate. The design budgetary estimate document approved or ratified at the time the wind power project was set up as a project.

3.2 adjusted budgetary estimate. The project investment document prepared after the start of construction of a wind power project, when, owing to adjustments of national policy, to changes in prices, to changes in the engineering design or to other causes arising during the construction process, the originally approved or ratified design budgetary estimate (3.1) can no longer meet the actual needs of the project.

3.3 settlement at completion. The document formed by the adjustment and the determination of the final project payment by the contract-issuing and the contract-undertaking parties, in accordance with the relevant national laws and regulations and with the stipulations of the contract, after the contractor has completed all of the work stipulated in the contract. 3.4 final account. The summary document which, taking physical quantities and monetary indicators as its units of measurement, comprehensively reflects all the construction expenses, the construction results and the financial position of the completed construction project.

4 General requirements

4.1 The final account shall be prepared under the organization of the project construction unit, which shall guarantee that the data of the final account are true, that its basis is lawful and that its contents are complete. The design unit, the supervision unit, the construction unit and other relevant units shall cooperate in the work.

4.2 The final account of a wind power project is an important economic archive; attention shall be paid to its confidentiality, it shall be properly kept and it shall be preserved in accordance with the relevant provisions.

4.3 In addition to complying with this document, the preparation of the final account report of a wind power project shall also comply with the provisions of the relevant documents currently in force in the State.

5 Composition of the final account

5.1 Contents making up the final account. The final account is made up of the cover and the table of contents, the photographs of the completed project, the explanatory report of the final account, the final account statements and the important documents related to the final account.

5.2 Cover of the final account. The cover of the final account shall include the name of the construction project, the project construction unit, the nature of the construction, the cut-off date of the final account, the date of preparation, the person in charge of the unit, the person in charge of finance and other such contents. The format of the cover of the final account of wind power projects shall conform to the provisions of Annex A.

5.3 Photographs of the completed project. The photographs of the completed project shall reflect the general view of the project and the general appearance of the buildings and structures of the main works.

5.4 Explanatory report of the final account. The explanatory report of the final account is the document that sums up the construction results and the experience of the completed project and that comprehensively summarizes and analyses the management of the project investment; it is an important constituent part of the final account. Its main contents include:

5.4 a) the general situation of the project;

5.4 b) the basis of preparation;

5.4 c) the situation of the settlement of the project payments of the project;

5.4 d) the situation of the accounting management of the project;

5.4 e) the situation of the management of the funds of the project;

5.4 f) the execution of the basic construction procedures and the situation of construction management;

5.4 g) the execution of the budgetary estimate of the project and its analysis;

5.4 h) the situation of the assets delivered for use;

5.4 i) the situation of the investment benefit of the project;

5.4 j) other matters requiring explanation;

5.4 k) the record of major events.

5.5 Final account statements. The final account statements of a wind power project mainly include:

5.5 a) the general situation table of the completed project;

5.5 b) the summary tables of the final account of the completed project, namely: 1) the general summary table of the final account of the completed project; 2) the summary table of the final account of the construction auxiliary works; 3) the summary table of the final account of the equipment and installation works; 4) the summary table of the final account of the building works; 5) the summary table of the final account of the other expenses;

5.5 c) the tables of the assets delivered for use, namely: 1) the general table of assets delivered for use; 2) the detailed table of fixed assets delivered for use (structures and buildings); 3) the detailed table of fixed assets delivered for use (equipment requiring installation); 4) the detailed table of fixed assets delivered for use (equipment not requiring installation); 5) the detailed table of assets delivered for use (current assets); 6) the detailed table of assets delivered for use (intangible assets and long-term deferred expenses);

5.5 d) the financial final account table of the completed project;

5.5 e) the detailed table of the funds received in place over the years;

5.5 f) the detailed table of the tail-end works and of the reserved expenses;

5.5 g) the detailed table of the investment to be apportioned;

5.5 h) the calculation table for the apportionment of the investment to be apportioned.

5.5 The format of the final account statements of onshore wind power projects shall conform to the provisions of Annex B; the format of the final account statements of offshore wind power projects shall conform to the provisions of Annex C.

5.6 Important documents related to the final account. The important documents related to the final account mainly include:

5.6 a) copies of the documents approving or ratifying the design budgetary estimate and the adjusted budgetary estimate of the project;

5.6 b) copies of the documents of the special examinations and approvals, of the acceptances and of the filings related to the project;

5.6 c) copies of the documents issuing the investment plans and the fund budgets of the project over the years;

5.6 d) other data related to the final account.

6 Preparation of the final account

6.1 Basis for preparing the final account. The basis for preparing the final account mainly includes:

6.1 a) the relevant national laws, regulations and systems, and the relevant standards currently in force in the State;

6.1 b) the design budgetary estimate and the adjusted budgetary estimate documents that have been approved or ratified;

6.1 c) the annual investment plans and the project expenditure budgets;

6.1 d) the accounting and financial management data;

6.1 e) the tender and bidding documents, the engineering contracts or agreements, and the documents adjusting the contract prices;

6.1 f) the documents of the settlement at completion of the works;

6.1 g) other relevant data.

6.2 Conditions for preparing the final account. The conditions for preparing the final account shall include:

6.2 a) the construction project has been completed and can be put into use, or has passed the trial operation as qualified;

6.2 b) the construction funds have been made available according to plan;

6.2 c) the tail-end works and the reserved expenses do not exceed 5 percent of the total investment of the approved or ratified budgetary estimate or adjusted budgetary estimate;

6.2 d) the settlement at completion of the main works (other than the tail-end works) has been substantially finished;

6.2 e) the matters involving legal litigation and the quality of the works have been dealt with and concluded;

6.2 f) other major problems affecting the preparation of the financial final account at completion have been resolved.

6.3 Procedure for preparing the final account. The procedure for preparing the final account mainly includes the formulation of the preparation plan, the collection and sorting of the related data, the determination of the cut-off date, the financial clearing at completion, the preparation of the final account statements and the preparation of the explanatory report of the final account.

6.4.1 The project construction unit shall formulate a plan for the preparation of the final account, so as to give specific guidance to the work of preparing the final account and to standardize it.

6.4.2 The plan for the preparation of the final account should make clear the organizational leadership and the division of responsibilities, the cut-off date of the final account, the specific contents of preparation, the progress schedule and the working steps, the technical difficulties and the solutions to them, and other such matters.

6.4.3 The responsibilities for preparing the final account shall be broken down and assigned to departments and to persons; work that involves several departments shall be detailed and implemented in the plan.

6.5 Collection and sorting of the data related to the final account. The data that shall be collected and sorted for the preparation of the final account mainly are:

6.5 a) the documents approving or ratifying the budgetary estimate and the adjusted budgetary estimate;

6.5 b) the relevant documents and data on the engineering design, the project preparation, the examination and approval or ratification, the commencement of construction and the management of project implementation;

6.5 c) the data relating to the tendering and bidding for the works, the equipment and the principal materials, the situation of the execution of the relevant contracts, and the situation of the use of the contingency fee;

6.5 d) the accounting vouchers, the account books and the accounting reports;

6.5 e) the internal management systems;

6.5 f) the relevant documents on the settlement of the project prices;

6.5 g) the annual investment plans, the budget documents and the documents on their execution;

6.5 h) the documents approving the tail-end works and the reserved expenses;

6.5 i) the principal quantities of construction work and the lists of material consumption;

6.5 j) the data on the acceptance results and on the benefits of the project;

6.5 k) the conclusive documents of the audits and of the financial inspections, and the data on the rectifications made;

6.5 l) the relevant minutes of meetings, the project bulletins, the work summaries and other related data.

6.6.1 The cut-off date of the final account shall be determined comprehensively, taking into account such factors as the receipt of the funds, the completion of the investment and the situation of the financial clearing at completion.

6.6.2 The cut-off date of the final account should be fixed as the end of a month.

6.6.3 The accounting transactions related to the construction cost of the project, to the value of the assets delivered for use and to other basic construction expenditures shall be entered in the accounts before the cut-off date of the final account.

6.7.1 The financial clearing at completion mainly includes the clearing of the contracts, the clearing of the claims and debts, the clearing of the surplus funds and the clearing of the assets delivered for use.

6.7.2 The clearing of the contracts shall include the following main contents: a) listing the schedule of contracts by contract number or by category; b) clearing the settlement and the situation of payment of each contract; c) confirming the results of the performance of the contracts; d) sorting out the correspondence between the contract items and the budgetary estimate items; e) establishing, for the contracts not yet fully executed, the estimated settlement amount, the time limit for performance and the measures to be taken.

6.7.3 The clearing of the claims and debts shall include the following main contents: a) checking the claims and the debts; b) clearing the accounts payable and the accounts receivable.

6.7.4 The clearing of the surplus funds shall include the following main contents: a) taking stock one by one, verifying and listing the physical inventory that makes up the surplus funds; b) determining the manner of disposal and carrying out the formalities for disposal.

6.7.5 The clearing of the assets delivered for use shall include the following main contents: a) listing, on the basis of the accounting data, the book inventory of the assets delivered; b) taking stock on the spot at the site of the works and forming the physical inventory of the assets delivered for use; c) analysing and comparing the book inventory and the physical inventory of the assets delivered; d) adjusting the discrepancies and forming the catalogue inventory of the assets that are to be delivered for use.

6.8 Preparation of the final account statements - onshore wind power projects

6.8.1.1 Principles for the confirmation of the figures of the final account statements. The confirmation of each of the figures of the final account statements of an onshore wind power project shall follow the following principles:

6.8.1.1 a) for the budgetary estimate value of the final account, the amount of the approved or ratified budgetary estimate shall be used; where there is an adjusted budgetary estimate, the amount of the adjusted budgetary estimate shall be used;

6.8.1.1 b) for the actual value of the final account, the accounting book data shall be used, and they shall include the tail-end works and the reserved expenses;

6.8.1.1 c) for each of the planned indicators, the planned data approved and issued by the higher-level department shall be used;

6.8.1.1 d) for each of the technical and economic indicators and for the consumption data of the principal materials, the data actually compiled by statistics for the project shall be used.

6.8.1.2 Preparation of the general situation table of the completed project. The general situation table of the completed project of an onshore wind power project reflects the basic situation of the onshore wind power project at completion as regards scale, construction period, investment, quality, technical and economic indicators and characteristics; its format shall conform to Table B.1. The columns of the table shall be filled in according to the following provisions:

6.8.1.2 a) the nature of the construction is divided into new construction, reconstruction, extension and the like;

6.8.1.2 b) the department approving the budgetary estimate, the document number and the date shall be filled in on the basis of the final approval or ratification document;

6.8.1.2 c) the design unit means the design unit of the main works; where two or more design units undertake the design of the main works of one project, only the design unit bearing responsibility shall be entered;

6.8.1.2 d) the construction unit means the construction enterprise undertaking the construction of the main works; where several units take part in the construction of the main works, the principal construction enterprises may be listed according to the actual situation;

6.8.1.2 e) the supervision unit means the supervision unit undertaking the supervision of the main works;

6.8.1.2 f) the quality supervision unit means the competent administrative department for construction or the engineering quality supervision body entrusted by it;

6.8.1.2 g) the principal characteristics of the project shall be entered according to the approved or ratified feasibility study report; if major modifications were made to the design during the actual construction, they shall be entered according to the design situation after modification;

6.8.1.2 h) the comprehensive benefits shall be entered according to the approved or ratified feasibility study report; if a major adjustment occurred when the project was actually put into production, they shall be entered according to the actual benefits achieved;

6.8.1.2 i) the sources of funds include the project capital, the basic construction borrowings and the other funds. The project capital means the project capital contributed by each investing party; the basic construction borrowings mean the loans of banks or of other financial institutions; the other funds mean the amounts payable, the amounts not yet paid and the like. The actual figure of each amount shall be entered according to the corresponding amount in the column Sources of funds of Table B.13;

6.8.1.2 j) the actual investment includes the assets delivered for use and the input tax; the amount of each item shall be entered according to the amount of the corresponding item of Table B.13, and the amount of the input tax shall be entered according to the total amount of the column Input tax of Table B.2;

6.8.1.2 k) the items and the amounts of the tail-end works and of the reserved expenses shall be entered according to the corresponding amounts in the column Total of the estimated uncompleted investment of Table B.15;

6.8.1.2 l) in the column Date of commencement, the date of the first permanent work of the building and installation works in the approved commencement report shall be entered; in the column Date of putting into production, the date on which the works were entirely put into production and passed the acceptance as qualified shall be entered;

6.8.1.2 m) the principal quantities of works shall be entered according to the quantities compiled by statistics within the scope of the main works;

6.8.1.2 n) the land area used for construction shall be entered according to the area for which the right to use land for construction was actually obtained by the project and to the area temporarily rented or occupied;

6.8.1.2 o) the fixed staffing of the production unit shall be entered according to the total number of persons of the various categories actually put into the production operation of the project;

6.8.1.2 p) the comprehensive benefits shall be entered separately as energy-saving benefits, environmental benefits and social benefits;

6.8.1.2 q) the overall evaluation of quality shall be entered according to the corresponding acceptance opinion.

6.8.1.3 Preparation of the summary table of the final account of the completed project. This table of an onshore wind power project reflects the execution of the budgetary estimate of the completed onshore wind power project; Table B.2 is the summary table of Table B.3 to Table B.6, and the formats shall conform to Table B.2 to Table B.6. The division of the project items shall be consistent with the approved budgetary estimate or with the adjusted budgetary estimate, and the column Name of item shall be filled in following the order of the unit works listed in the approved budgetary estimate or in the adjusted budgetary estimate.

6.8.1.3 a) the construction auxiliary works and the other expenses may be grouped at the second-level item; the building works and the equipment and installation works should be grouped at the third-level item, and the formats shall conform to Table B.3 to Table B.6;

6.8.1.3 b) in Table B.2, the column of the budgetary estimate value of the basic contingency fee shall be entered according to the figure of the budgetary estimate, and the column of the actual value shall be listed according to the actual situation;

6.8.1.3 c) the input tax means the input tax that arises in the course of the construction of the project and that may be deducted by the project construction unit; the column Input tax shall be filled in on the basis of the accounting data.

6.8.1.4.1 Preparation of the general table of assets delivered for use. The general table of assets delivered for use of an onshore wind power project reflects the composition of the assets used by the production unit or by the receiving unit; it is the summary table of Table B.8 to Table B.12 and its format shall conform to Table B.7. The columns of the table shall be filled in according to the following provisions:

6.8.1.4.1 a) the column Name of asset shall be classified as fixed assets, current assets, intangible assets and long-term deferred expenses, and arranged in the order of the items of the detailed tables of assets delivered for use; the corresponding amounts shall be entered according to the totals of the column Asset value of Table B.8 to Table B.12;

6.8.1.4.1 b) the fixed assets are mainly divided into four items: structures, buildings, equipment requiring installation and equipment not requiring installation;

6.8.1.4.1 c) the current assets are mainly divided into current funds, materials in stock of the transferring production unit, equipment in stock of the transferring production unit, monetary funds of the transferring production unit, spare parts and the like;

6.8.1.4.1 d) the intangible assets mainly comprise software, patent rights, copyrights, non-patented technology, trademark rights, land use rights obtained by way of transfer and the like;

6.8.1.4.1 e) the long-term deferred expenses mainly include the training expenses of the production workers and the production preparation expenses in the nature of expenses for entering the plant in advance;

6.8.1.4.1 f) the expenditures that cannot form assets, as well as the expenditures already incurred before the project was not approved, was cancelled or was declared abandoned, shall be treated as investment to be apportioned;

6.8.1.4.1 g) the dedicated facilities built as ancillary works for the project, including dedicated roads, dedicated communication facilities, dedicated electric power facilities and underground pipelines, whose property rights do not belong to the unit, shall be treated as intangible assets;

6.8.1.4.1 h) the expropriation expenses for which the land rights have not been obtained shall be treated as investment to be apportioned;

6.8.1.4.1 i) where equipment and facilities such as step-up substations, collector substations and transmission works are jointly built and shared by this project and by other wind power projects, the apportionment of the assets shall be dealt with as agreed between the construction unit and the other units;

6.8.1.4.1 j) for the auxiliary works or facilities built or purchased for the construction of the main works, such as house buildings, permanent roads, auxiliary roads, bridges, vehicles and office equipment, the financial treatment at the completion of the project shall be as follows: where the assets are delivered directly to the unit that uses them, the self-used fixed assets for which depreciation was provided during the construction period of the project shall be delivered for use at the amount of the acquisition cost of the fixed assets less the accumulated depreciation, and the depreciation expenses provided during the construction period of the project shall be apportioned, as expenditure of investment to be apportioned, to the value of the related assets; where the assets are disposed of by public sale before being delivered to the using unit, the depreciation expenses provided during the construction period of the project and the net gain or loss on the disposal of the fixed assets (that is, the difference between the amount of the public sale and the net value of the assets after deducting the depreciation provided) shall be counted as investment to be apportioned; for the projects that do not provide depreciation on the self-used fixed assets, the difference between the amount of the public sale and the acquisition cost shall be apportioned, as expenditure of investment to be apportioned, to the value of the related assets.

6.8.1.4.2 Preparation of the detailed table of fixed assets delivered for use (structures and buildings). This table of an onshore wind power project reflects the situation of the structures and of the buildings used by the production unit or by the receiving unit; its format shall conform to Table B.8. The columns of the table shall be filled in according to the following provisions: a) the column Name of item shall be filled in with reference to the objects registered in the asset catalogue of GB/T 14885; where a fixed-asset catalogue entry does not exist, the building expenses that can be confirmed, in accordance with the relevant provisions of the Accounting Standards for Business Enterprises, as single fixed assets may be supplemented; the building expenses that cannot separately form fixed assets shall be counted as investment to be apportioned; the asset value of the fixed assets delivered for use (structures and buildings) includes the building works cost and the share of the investment to be apportioned, and excludes the deductible input tax; b) each line of the column Building works cost shall be entered, on the basis of the amount actually incurred according to the accounting records, line by line under Structures and under Buildings; the equipment fitted out inside a building, such as lifts and central air conditioning, shall be listed under the investment for buildings; c) the investment to be apportioned is the amount that, on the basis of the detailed table of investment to be apportioned of Table B.16, shall be apportioned to the building works cost as calculated by object of benefit; d) the totals of the last line of the columns Building works cost, Investment to be apportioned and Asset value shall be entered respectively in the corresponding columns Building works cost, Investment to be apportioned and Asset value of the lines Structures and Buildings of Table B.7, General table of assets delivered for use.

6.8.1.4.3 Preparation of the detailed table of fixed assets delivered for use (equipment requiring installation). This table of an onshore wind power project reflects the situation of the equipment installed by the production unit or by the receiving unit; its format shall conform to Table B.9. An onshore wind farm mainly includes the equipment requiring installation of the power-generating field, of the collector lines, of the step-up substation and of the other equipment. The columns of the table shall be filled in according to the following provisions: a) the column Name of equipment shall be entered with reference to the objects registered in GB/T 14885; where there is no corresponding item it may be supplemented; the value of the fixed assets delivered for use (equipment requiring installation) includes the purchase cost of the equipment requiring installation, the installation works cost and the share of the investment to be apportioned, and excludes the deductible input tax; b) each line of the column Equipment purchase cost shall be filled in on the basis of the accounting data, and it includes the original price of the equipment, the freight and miscellaneous charges, the purchase and custody fee and the like; for imported equipment it shall also include customs duties, handling charges and other related expenses; pipes, earthing and cables (busbars), which in the budgetary estimate are expressed as installation works cost, shall also be entered as installation works cost in the final account; the cables (busbars) shall be delivered as assets, while the pipes, the earthing and the like shall be counted into the related equipment and shall not be delivered separately as assets; c) the column Installation works cost shall be entered on the basis of the accounting data: the installation expenses shall first be listed by unit work, and the installation expenses which form part of a fixed asset shall be registered separately as assets; the installation expenses which cannot separately form a fixed asset, such as the cost of fireproof paint and the commissioning expenses, shall be counted into the related unit works; where a given unit work is composed of different items of equipment, the installation expenses within that unit work shall be apportioned among the different items of equipment, the principle of apportionment generally taking the actual ratio of the equipment costs as the basis; d) the totals of the last line of the columns Equipment purchase cost, Installation works cost, Investment to be apportioned and Asset value shall be entered respectively in the corresponding columns Equipment purchase cost, Installation works cost, Investment to be apportioned and Asset value of the line Equipment requiring installation of Table B.7, General table of assets delivered for use.

6.8.1.4.4 Preparation of the detailed table of fixed assets delivered for use (equipment not requiring installation). This table of an onshore wind power project reflects the situation of the equipment not requiring installation of the production unit or of the receiving unit; its format shall conform to Table B.10. It mainly includes the transport equipment not requiring installation, the testing equipment, the tools and instruments, the furniture and the observation and monitoring equipment. The columns of the table shall be filled in according to the following provisions: a) the value of the equipment not requiring installation shall be entered on the basis of the registration records of the ledger of the department managing those assets and of the relevant accounting data, and shall exclude the deductible input tax; b) the amount in the column Asset value of the line Total shall be entered in the corresponding column of the line Equipment not requiring installation of Table B.7, General table of assets delivered for use.

6.8.1.4.5 Preparation of the detailed table of assets delivered for use (current assets). This table of an onshore wind power project reflects the situation of the current assets of the production unit or of the receiving unit; its format shall conform to Table B.11. The columns of the table shall be filled in according to the following provisions: a) the value of the current assets shall be entered on the basis of the registration records of the ledger of the department managing those assets and of the relevant accounting data, and shall exclude the deductible input tax; b) the amount in the column Asset value of the line Total shall be entered in the corresponding column of the line Current assets of Table B.7, General table of assets delivered for use.

6.8.1.4.6 Preparation of the detailed table of assets delivered for use (intangible assets and long-term deferred expenses). This table of an onshore wind power project refers to the situation of the intangible assets and of the long-term deferred expenses of the production unit to which they are delivered; its format shall conform to Table B.12. The columns of the table shall be filled in according to the following provisions: a) the column Name of item shall be entered by asset or by expense item; in this table the column Intangible assets of the actual value shall be entered on the basis of the relevant accounting data of the finance department and shall exclude the deductible input tax; b) the column Remarks, for the purposes of asset management, shall be used to explain the situation of the documents and of the agreements existing when the intangible assets were formed, as well as the delivery of the assets or the allocation of the funds; c) the totals of Intangible assets and of Long-term deferred expenses shall be entered in the corresponding columns of the lines Intangible assets and Long-term deferred expenses of Table B.7, General table of assets delivered for use.

6.8.1.5 Preparation of the financial final account table of the completed project. This table of an onshore wind power project reflects the comprehensive situation of the sources of funds and of the application of funds at the cut-off date of the final account of the construction project; its format shall conform to Table B.13. The financial final account table at completion takes the form of a balance of funds, that is, the total sources of funds shall be equal to the total application of funds. For the projects in which the interest on borrowings is capitalized, the interest income on the deposits of the funds shall be offset against the interest on the borrowings. The columns of the table shall be filled in according to the following provisions: a) each item of the column Sources of funds shall be entered according to the amount of the column Total of the corresponding item of Table B.14; b) each item under the heading Total of the assets delivered for use of the column Application of funds shall be entered according to the amount of the corresponding line of the column Asset value of Table B.7; c) the amount of the item Input tax shall be entered according to the total amount of the column Input tax of Table B.2.

6.8.1.6 Preparation of the detailed table of the funds received in place over the years. This table of an onshore wind power project reflects the situation of the sources of the annual funds of the onshore wind power project; its format shall conform to Table B.14. The sources of funds shall be listed in the three categories of project capital, basic construction borrowings and other funds. The project capital shall be listed by contribution ratio of the different investing parties, by nature of the funds and by time of receipt. The basic construction borrowings are the loans directed to banks and shall be listed, according to the lender, by bank, by currency, by term and by interest rate. The other funds are the sources of funds other than the three above-mentioned items and are generally amounts payable, amounts not yet paid and the like.

6.8.1.7 Preparation of the detailed table of the tail-end works and of the reserved expenses. This table of an onshore wind power project reflects the small amount of tail-end works and the expenses of the completion acceptance and the like still existing after the cut-off date of the final account of the onshore wind power project; its format shall conform to Table B.15. The columns of the table shall be filled in according to the following provisions: a) the column Name of item shall be filled in according to the items of the approved budgetary estimate; the building works and the equipment and installation works may be entered at the third-level item; b) the estimated tail-end works and reserved expenses shall be entered according to the amount of investment required by the plan, and the investment already completed and the estimated uncompleted investment of the reserved items shall be indicated.

6.8.1.8 Preparation of the detailed table of the investment to be apportioned. This table of an onshore wind power project reflects all the items included in the investment to be apportioned; its format shall conform to Table B.16. The columns of the table shall be filled in according to the following provisions: a) the investment to be apportioned means the various expense outlays that arise from the construction contents approved by the project construction unit and that shall be apportioned and counted into the value of the related assets. The expense items include, among the construction auxiliary works and among the equipment and installation works, the commissioning works of the step-up substation, the heating, ventilation and air conditioning system, the outdoor lighting system and the fire-fighting and water supply and drainage systems; among the building works, the environmental protection works and the soil and water conservation works; the other expenses; the interest during the construction period; and other such items; b) the others include the losses on fixed assets, the losses on the disposal of equipment and materials, the inventory losses and the damage of equipment, the losses on scrapped works, the repair of damaged roads and other outlays in the nature of investment to be apportioned; c) the actual value of the investment to be apportioned shall be entered on the basis of the accounting data. If the actual value of an item includes a part that can directly form fixed assets, current assets, intangible assets or long-term deferred expenses, the amount of that part shall be entered separately, and the investment to be apportioned shall be entered as the residual investment after deducting the part that directly forms assets; the determination of the attribution of the assets may refer to Table D.1.

6.8.1.9 Preparation of the calculation table for the apportionment of the investment to be apportioned. This table of an onshore wind power project reflects the results of the apportionment calculation of the actual amount incurred of the whole of the investment to be apportioned; its format shall conform to Table B.17. For the investment to be apportioned, the step-by-step method of apportionment or the single-step method of apportionment may be adopted; in general, the quantity of work actually completed for the project is taken as the calculation basis for apportioning each item of expense; where it is difficult to compile the actual quantity of work by statistics, the quantity of work of the budgetary estimate may also be taken as the calculation basis. The equipment not requiring installation, the current assets and the intangible assets generally do not receive apportionment.

6.8.1.9 a) Where the step-by-step method of apportionment is adopted, an analysis shall first be made of the object of benefit of each expense that is to be apportioned and, with reference to Table E.1, a first apportionment shall be carried out for each expense to be apportioned: if it can be directly confirmed that an expense is of benefit to a single unit work item, it may be apportioned directly to that single unit work; if it can be confirmed that an expense item is of benefit to the major category of the buildings, of the structures or of the equipment requiring installation, that expense shall be assigned to the major category of the buildings, of the structures or of the equipment requiring installation; if an expense item is of common benefit to the buildings and structures works and to the equipment requiring installation works, a ratio shall be obtained from the quantities of work of the two major categories and that expense shall be apportioned between the two major categories. Thereafter the sum of the expenses to be apportioned of each major category shall be obtained and a second apportionment shall be carried out according to the ratio of the quantities of work of each single unit work within the major category, so as to apportion the expenses to the detailed items of each single unit work within the major category.

6.8.1.9 b) Where the single-step method of apportionment is adopted, the actual (or budgetary estimate) allocation rate shall be calculated on the basis of the total quantity of work of the values of the building works, of the installation works and of the equipment requiring installation, and the apportionment shall be made directly among the detailed items of each single unit work.

6.8.1.9 c) The allocation rate of the investment to be apportioned may be calculated by the following formulas: the actual allocation rate equals the balance of the expenses to be apportioned less the part of them that can be directly allocated, divided by the sum of the balance of the building works, of the balance of the installation works and of the balance of the equipment requiring installation, the result being expressed as a percentage; the budgetary estimate allocation rate equals the investment to be apportioned included in the budgetary estimate less the part of it that can be directly allocated, divided by the sum of the balance of the building works, of the balance of the installation works and of the balance of the equipment requiring installation included in the budgetary estimate, the result being expressed as a percentage.

6.8.1.9 d) Once the allocation rate has been calculated, the investment to be apportioned that is to be borne by a given item of assets may be calculated by the following formulas: the investment to be apportioned of the building works equals the total building works cost of that item of fixed assets multiplied by the allocation rate; the investment to be apportioned of the installation works equals the total installation works cost of that item of fixed assets multiplied by the allocation rate; the investment to be apportioned of the equipment requiring installation equals the total cost of the equipment requiring installation of that item of fixed assets multiplied by the allocation rate.

6.8.1.9 e) The apportioned figures of the detailed items of each work shall be entered respectively in the same work items of the column Investment to be apportioned of Table B.8 and of Table B.9.

6.8.1.10.1 Relationship between Table B.1 and Table B.2 to Table B.17. The relationship is as follows: a) the total of the budgetary estimate figures among the sources of funds of Table B.1 is consistent with the total of column 6 of Table B.2, and the total of the actual figures is consistent with the total of the sources of funds of Table B.13; b) the total of the assets delivered for use among the actual investment of Table B.1 is consistent with the total of the assets delivered of column 7 of Table B.7; c) the input tax among the actual investment of Table B.1 is consistent with the input tax of Table B.13; d) the total of the tail-end works and of the reserved expenses of Table B.1 is consistent with the total of column 12 of Table B.15.

6.8.1.10.2 Relationship between Table B.2 and its component tables and Table B.7 to Table B.17. The relationship is as follows: a) the columns Budgetary estimate value, Actual value and Actual (including input tax) compared with the budgetary estimate of the lines Construction auxiliary works, Equipment and installation works, Building works and Other expenses of Table B.2 are entered on the basis of the totals of the corresponding items of Table B.3 to Table B.6; b) the total of column 11 of Table B.2 is consistent with the total of the asset values of column 7 of Table B.7; c) the total of column 13 of Table B.2 is consistent with the total of the application of funds of Table B.13; d) the tail-end works and the reserved expenses of Table B.2 are consistent with the total of column 12 of Table B.15.

The relationship is as follows: a) the total amount of the sources of funds of Table B.13 is consistent with the total of the column Total of Table B.14; b) there is no cross-checking relationship between Table B.13 and Table B.16 and Table B.17.

6.8.1.10.5 Relationship between Table B.16 and Table B.17. Table B.17 is an annexed table of Table B.16; the total of the column Investment to be apportioned of Table B.16 is consistent with the total of the line Investment to be apportioned of Table B.17.

6.8.2 Preparation of the final account statements - offshore wind power projects

6.8.2.1 Principles for the confirmation of the figures of the final account statements. The confirmation of each of the figures of the final account statements of an offshore wind power project shall follow the following principles: a) for the budgetary estimate value of the final account, the amount of the approved or ratified budgetary estimate shall be used; where there is an adjusted budgetary estimate, the amount of the adjusted budgetary estimate shall be used; b) for the actual value of the final account, the accounting book data shall be used, and they shall include the tail-end works and the reserved expenses; c) for each of the planned indicators, the planned data approved and issued by the higher-level department shall be used; d) for each of the technical and economic indicators and for the consumption data of the principal materials, the data actually compiled by statistics for the project shall be used.

6.8.2.2 Preparation of the general situation table of the completed project. The general situation table of the completed project of an offshore wind power project reflects the basic situation of the offshore wind power project at completion as regards scale, construction period, investment, quality, technical and economic indicators and characteristics; its format shall conform to Table C.1. The columns of the table shall be filled in according to the following provisions:

6.8.2.2 a) the nature of the construction is divided into new construction, reconstruction, extension and the like;

6.8.2.2 b) the department approving the budgetary estimate, the document number and the date shall be filled in on the basis of the final approval or ratification document;

6.8.2.2 c) the design unit means the design unit of the main works; where two or more design units undertake the design of the main works of one project, only the design unit bearing responsibility shall be entered;

6.8.2.2 d) the construction unit means the construction enterprise undertaking the construction of the main works; where several units take part in the construction of the main works, the principal construction enterprises may be listed according to the actual situation;

6.8.2.2 e) the supervision unit means the supervision unit undertaking the supervision of the main works;

6.8.2.2 f) the quality supervision unit means the competent administrative department for construction or the engineering quality supervision body entrusted by it;

6.8.2.2 g) the principal characteristics of the project shall be entered according to the approved or ratified feasibility study report; if major modifications were made to the design during the actual construction, they shall be entered according to the design situation after modification;

6.8.2.2 h) the comprehensive benefits shall be entered according to the approved or ratified feasibility study report; if a major adjustment occurred when the project was actually put into production, they shall be entered according to the actual benefits achieved;

6.8.2.2 i) the sources of funds include the project capital, the basic construction borrowings and the other funds. The project capital means the project capital contributed by each investing party; the basic construction borrowings mean the loans of banks or of other financial institutions; the other funds mean the amounts payable, the amounts not yet paid and the like. The actual figure of each amount shall be entered according to the corresponding amount in the column Sources of funds of Table C.13;

6.8.2.2 j) the actual investment includes the assets delivered for use and the input tax; the amount of each item shall be entered according to the amount of the corresponding item of Table C.13, and the amount of the input tax shall be entered according to the total amount of the column Input tax of Table C.2;

6.8.2.2 k) the items and the amounts of the tail-end works and of the reserved expenses shall be entered according to the corresponding amounts in the column Total of the estimated uncompleted investment of Table C.15;

6.8.2.2 l) in the column Date of commencement, the date of the first permanent offshore work item of the building and installation works in the approved commencement report shall be entered; in the column Date of putting into production, the date on which the works were entirely put into production and passed the acceptance as qualified shall be entered;

6.8.2.2 m) the principal quantities of works shall be entered according to the quantities compiled by statistics within the scope of the main works;

6.8.2.2 n) the sea (or land) area used for construction shall be entered according to the area of the sea-area use right and of the right to use land for construction actually obtained by the project;

6.8.2.2 o) the fixed staffing of the production unit shall be entered according to the total number of persons of the various categories actually put into the production operation of the project;

6.8.2.2 p) the comprehensive benefits shall be entered separately as energy-saving benefits, environmental benefits and social benefits;

6.8.2.2 q) the overall evaluation of quality shall be entered according to the corresponding acceptance opinion.

6.8.2.3 Preparation of the summary table of the final account of the completed project. This table of an offshore wind power project reflects the execution of the budgetary estimate of the completed offshore wind power project; Table C.2 is the summary table of Table C.3 to Table C.6, and the formats shall conform to Table C.2 to Table C.6. The division of the project items shall be consistent with the approved budgetary estimate or with the adjusted budgetary estimate, and the column Name of item shall be filled in following the order of the unit works listed in the approved budgetary estimate or in the adjusted budgetary estimate. a) the construction auxiliary works and the other expenses may be grouped at the second-level item; the building works and the equipment and installation works should be grouped at the third-level item, and the formats shall conform to Table C.3 to Table C.6; b) in Table C.2, the column of the budgetary estimate value of the basic contingency fee shall be entered according to the figure of the budgetary estimate, and the column of the actual value shall be listed according to the actual situation; c) the input tax means the input tax that arises in the course of the construction of the project and that may be deducted by the project construction unit; the column Input tax shall be filled in on the basis of the accounting data.

6.8.2.4.1 Preparation of the general table of assets delivered for use. This table of an offshore wind power project reflects the composition of the assets used by the production unit or by the receiving unit; it is the summary table of Table C.8 to Table C.12 and its format shall conform to Table C.7. The columns of the table shall be filled in according to the following provisions: a) the column Name of asset shall be classified as fixed assets, current assets, intangible assets and long-term deferred expenses, and arranged in the order of the items of the detailed tables of assets delivered for use; the corresponding amounts shall be entered according to the totals of the column Asset value of Table C.8 to Table C.12; b) the fixed assets are mainly divided into four items: structures, buildings, equipment requiring installation and equipment not requiring installation; c) the current assets are mainly divided into current funds, materials in stock of the transferring production unit, equipment in stock of the transferring production unit, monetary funds of the transferring production unit, spare parts and the like; d) the intangible assets mainly comprise software, patent rights, copyrights, non-patented technology, trademark rights, land use rights obtained by way of transfer, sea-area use rights and the like; e) the long-term deferred expenses mainly include the training expenses of the production workers and the production preparation expenses in the nature of expenses for entering the plant in advance; f) the expenditures that cannot form assets, as well as the expenditures already incurred before the project was not approved, was cancelled or was declared abandoned, shall be treated as investment to be apportioned; g) the dedicated facilities built as ancillary works for the project, including dedicated roads, dedicated communication facilities, dedicated electric power facilities, underground pipelines and dedicated wharves, whose property rights do not belong to the unit, shall be treated as intangible assets; h) the expropriation expenses for which the sea-area use rights have not been obtained shall be treated as investment to be apportioned; i) where equipment and facilities such as step-up substations, collector substations, transmission works and landing points are jointly built and shared by this project and by other wind power projects, the apportionment of the assets shall be dealt with as agreed between the construction unit and the other units; j) for the auxiliary works or facilities built or purchased for the construction of the main works, such as house buildings, permanent roads, auxiliary roads, bridges, vehicles and office equipment, the financial treatment at the completion of the project shall be as follows: where the assets are delivered directly to the unit that uses them, the self-used fixed assets for which depreciation was provided during the construction period of the project shall be delivered for use at the amount of the acquisition cost of the fixed assets less the accumulated depreciation, and the depreciation expenses provided during the construction period of the project shall be apportioned, as expenditure of investment to be apportioned, to the value of the related assets; where the assets are disposed of by public sale before being delivered to the using unit, the depreciation expenses provided during the construction period of the project and the net gain or loss on the disposal of the fixed assets (that is, the difference between the amount of the public sale and the net value of the assets after deducting the depreciation provided) shall be counted as investment to be apportioned; for the projects that do not provide depreciation on the self-used fixed assets, the difference between the amount of the public sale and the acquisition cost shall be apportioned, as expenditure of investment to be apportioned, to the value of the related assets.

6.8.2.4.2 Preparation of the detailed table of fixed assets delivered for use (structures and buildings). This table of an offshore wind power project reflects the situation of the structures and of the buildings used by the production unit or by the receiving unit; its format shall conform to Table C.8. The columns of the table shall be filled in according to the following provisions: a) the column Name of item shall be filled in with reference to the objects registered in the asset catalogue of GB/T 14885; where a fixed-asset catalogue entry does not exist, the building expenses that can be confirmed, in accordance with the relevant provisions of the Accounting Standards for Business Enterprises, as single fixed assets may be supplemented; the building expenses that cannot separately form fixed assets shall be counted as investment to be apportioned; the asset value of the fixed assets delivered for use (structures and buildings) includes the building works cost and the share of the investment to be apportioned, and excludes the deductible input tax; b) each line of the column Building works cost shall be entered, on the basis of the amount actually incurred according to the accounting records, line by line under Structures and under Buildings; the equipment fitted out inside a building, such as lifts and central air conditioning, shall be listed under the investment for buildings; c) the investment to be apportioned is the amount that, on the basis of the detailed table of investment to be apportioned of Table C.16, shall be apportioned to the building works cost as calculated by object of benefit; d) the totals of the last line of the columns Building works cost, Investment to be apportioned and Asset value shall be entered respectively in the corresponding columns Building works cost, Investment to be apportioned and Asset value of the lines Structures and Buildings of Table C.7, General table of assets delivered for use.

6.8.2.4.3 Preparation of the detailed table of fixed assets delivered for use (equipment requiring installation). This table of an offshore wind power project reflects the situation of the equipment installed by the production unit or by the receiving unit; its format shall conform to Table C.9. An offshore wind farm mainly includes the electrical equipment requiring installation of the power-generating field, of the offshore step-up substation (or offshore converter station), of the landing cables, of the onshore step-up substation (or centralized control centre or onshore converter station) and of the other equipment. The columns of the table shall be filled in according to the following provisions: a) the column Name of equipment shall be entered with reference to the objects registered in GB/T 14885; where there is no corresponding item it may be supplemented; the value of the fixed assets delivered for use (equipment requiring installation) includes the purchase cost of the equipment requiring installation, the installation works cost and the share of the investment to be apportioned, and excludes the deductible input tax; b) each line of the column Equipment purchase cost shall be filled in on the basis of the accounting data, and it includes the original price of the equipment, the freight and miscellaneous charges, the purchase and custody fee and the like; for imported equipment it shall also include customs duties, handling charges and other related expenses; pipes, earthing and cables (busbars) which in the budgetary estimate are expressed as installation works cost shall be treated in the same way in the final account.
