NB/T 10509-2021 is the Chinese technical code for soil and water conservation on hydropower construction projects, replacing DL/T 5419-2009. A hydropower project disturbs a great deal of ground: quarries and borrow pits, spoil disposal areas that can hold tens of millions of cubic metres of excavated rock, access roads cut into steep slopes, construction camps and the reservoir margin. Without control, that disturbance becomes erosion, landslides and debris flows, and sediment washed into the river. The code covers the whole life of a project - planning, design, construction, acceptance, operation and post-evaluation. It sets the general provisions and defined terms, then the basic requirements on the soil and water conservation scheme, the division of the project area into prevention and control zones, and the standards to be met. It covers the planning of spoil disposal areas and their site selection, stability, drainage and retaining structures, the protection of cut slopes and the treatment of quarries and borrow areas, the conservation measures for roads, camps and construction sites, and the reinstatement of topsoil and vegetation. Temporary measures during construction, the monitoring of erosion and of the effectiveness of measures, the acceptance of soil and water conservation works, and their management during operation close the code. It applies to hydropower projects in China.

Foreword
This document was issued on 7 January 2021 by the National Energy Administration of the PRC and takes effect on 1 July 2021.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.
It is classified under ICS 27.140, Chinese classification P59.
It replaces DL/T 5419-2009, which is superseded.
In accordance with the requirements of the Notice of the National Energy Administration on Issuing the 2015 Plan for the Formulation (Revision) of Energy Sector Industry Standards (Guo Neng Ke Ji [2015] No. 283), the drafting group revised this code through extensive investigation and research, careful summarization of practical experience and broad solicitation of opinions.
The main technical contents of this code are: general provisions, terms, basic requirements, classification and design standards of soil and water conservation works, assessment on soil and water conservation for project, range of responsibility and zoning for soil erosion control, prediction and analysis of soil erosion and water loss, goals and measures layout of soil erosion and water loss control, residues disposal area, protection and utilization of surface soil resources, design of soil erosion and water loss control measures, and soil and water conservation construction planning, supervision, monitoring, scientific research, general design, cost and benefit analysis and works management.
The main technical changes in this revision are as follows: seven chapters have been added, namely classification and design standards of soil and water conservation works, residues disposal area, protection and utilization of surface soil resources, soil and water conservation supervision, scientific research on soil and water conservation, general design of soil and water conservation, and management of soil and water conservation works.
The scope of application has been adjusted to 'soil and water conservation work of hydropower construction projects'.
This code is under the jurisdiction of the National Energy Administration, is proposed and routinely managed by China Renewable Energy Engineering Institute, and its specific technical contents are interpreted by the energy industry standardization technical committee for hydropower planning, reservoir and environmental protection (NEA/TC16). 1 Scope

1.0.1 This code is formulated with a view to preventing, controlling and remedying soil erosion and water loss caused by the construction activities of hydropower construction projects, preventing and controlling the hazards of soil erosion and water loss, restoring and improving the ecological environment of the project area, standardizing the soil and water conservation work of hydropower construction projects, and unifying its contents, methods and technical requirements.
1.0.2 This code is applicable to the soil and water conservation work of hydropower construction projects.
1.0.3 Soil and water conservation of hydropower construction projects shall include soil and water conservation design at each of the planning, pre-feasibility study, feasibility study and construction drawing stages, the preparation of the soil and water conservation program, and soil and water conservation work throughout the whole process of project construction, acceptance, operation and decommissioning.
1.0.4 The soil and water conservation work of hydropower construction projects shall adhere to the principles of giving priority to prevention, comprehensive control, safety and reliability, ecological priority, adaptation to local conditions, technical feasibility and economic rationality; goals for soil erosion and water loss control shall be established, and a system of soil and water conservation measures shall be set up and fully implemented.
1.0.5 The prevention and control of soil erosion and water loss of hydropower construction projects shall attach importance to investigation and research, and the adoption of new technologies, new processes, new equipment and new materials is encouraged.
1.0.6 In addition to this code, soil and water conservation of hydropower construction projects shall also comply with the current relevant standards of the nation.
2 Terms
2.0.1 post assessment on soil and water conservation: after the soil and water conservation facilities of a hydropower construction project have passed acceptance and been put into use, the evaluation, by scientific, systematic and standardized methods and means, of the construction process, control effect, target benefits and sustainability of those soil and water conservation facilities.
