NB/T 10084-2018 is the Chinese guide for preparing the operation and dispatch procedures of hydropower projects. Every reservoir is operated to a written procedure that fixes, for each season and each water level, how water is released and for what purpose: that document is what turns a dam into a managed system, and it is what an operator relies on when a flood arrives at night. This guide sets out how the procedure is to be written. It covers the general provisions and defined terms, then the basic data and design parameters the procedure must rest on - hydrology, reservoir characteristics, discharge capacities and the approved design operating rules. It then works through each purpose of operation in turn: power generation dispatch including peak regulation, capacity and ramp rate; flood control operation with the flood season levels and the rules for pre-release and for passing the flood; navigation, irrigation and water supply; ice regime operation in winter; the ecological flow to be maintained downstream; sediment management and flushing; and the operation of a cascade where several plants share a river. The coordination between purposes when they conflict, the emergency procedures, the operation of the reservoir area, and the arrangements for revising the procedure complete the guide, with appendices setting out the format of the procedure document.

Foreword

This document was issued on 29 October 2018 by the National Energy Administration of the PRC and takes effect on 1 March 2019.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

It is classified under ICS 27.140, Chinese classification P59.

This guide was formulated by the drafting group in accordance with the requirements of the Notice of the National Energy Administration on Issuing the Second Batch of the 2012 Energy Sector Standard Formulation (Revision) Plan (Guo Neng Ke Ji [2012] No. 326), after extensive investigation and research, careful summarization of practical experience, and on the basis of widely soliciting opinions.

The main technical contents of this guide are: parameters and basic data, hydrometeorological forecast, power generation operation, flood control operation, navigation operation, irrigation and water supply operation, ice-jam prevention operation, ecological operation, sediment operation, requirements for the operation management of the project complex, project area management, and operation implementation management.

The National Energy Administration is in charge of the administration of this guide; China Renewable Energy Engineering Institute proposes it and is responsible for its routine management; and the Energy Industry Standardization Technical Committee for Hydropower Planning, Reservoir and Environmental Protection (Nengyuan Hangye Shuidian Guihua Shuiku Huanbao Biaozhunhua Jishu Weiyuanhui) is responsible for the interpretation of its specific technical contents.

1 Scope

NB/T 10084-2018 is the Chinese guide for preparing the operation and dispatch procedures of hydropower projects. 2 Parameters and Basic Data

2.1.1 The preparation of the parameters and indexes of the operation procedures shall state the elevation system adopted for the hydropower project.

2.1.2 The preparation of the parameters and indexes of the operation procedures shall state the project rank of the hydropower project, the grade of each structure and the corresponding flood design standards.

2.1.3 The preparation of the parameters and indexes of the operation procedures shall state the characteristic water levels and the reservoir storage capacities of the hydropower project. The characteristic water levels shall mainly include the normal pool level, dead water level, operation control water level, flood limit water level, flood control high water level, design flood level and check flood level; the reservoir storage capacities shall mainly include the total storage capacity, the storage capacity below the normal pool level, the regulating storage, the dead storage and the flood control storage. Where the operation control water level is controlled in tiers, the control water level of each tier and the control conditions shall be stated. For hydropower projects with staged flood limit water levels, each staged flood limit water level and its operation period shall be stated. For hydropower projects with different flood control high water levels, each flood control high water level and its flood protection object shall be stated.

2.1.4 The preparation of the parameters and indexes of the operation procedures shall state the storage coefficient and the regulating performance of the hydropower project.

2.1.5 The preparation of the parameters and indexes of the operation procedures shall state the upstream and downstream control stations or control sections for the operation of the hydropower project.

2.1.6 The preparation of the parameters and indexes of the operation procedures shall state the characteristics and parameters of the runoff and floods at the dam site of the hydropower project; the parameters mainly include the catchment area, the mean annual flow, the design flood and the check flood. The runoff and flood series should be extended as far as possible on the premise of ensuring accuracy.

2.1.7 The preparation of the parameters and indexes of the operation procedures shall state the parameters and indexes of power generation operation, mainly including the installed capacity, firm output, design mean annual energy output, type and number of units, characteristic heads, unit operating condition parameters, maximum diversion flow of the hydropower station, water utilization ratio and design dependability. The characteristic heads shall mainly include the rated head, maximum head and minimum head. The unit operating condition parameters shall mainly include the rated output, rated speed, suction height and rated flow.

2.1.8 The preparation of the parameters and indexes of the operation procedures shall state the parameters and indexes of flood control operation, mainly including the flood protection object, flood control standard, flood control section, safe discharge of the river channel, and the flood control storage reserved in the flood season together with the corresponding periods.

2.1.9 The preparation of the parameters and indexes of the operation procedures shall state the main parameters of the water release structures, mainly including the type and number of water release structures, the orifice elevation and dimensions, and the gate type and dimensions.

2.1.10 The preparation of the parameters and indexes of the operation procedures shall list the main project characteristics table, which shall comply with the requirements of Appendix B of this guide.

2.2.1 The preparation of the basic data of the operation procedures shall state the basic design data of the project, and the basic data shall be rechecked in light of the actual conditions of the project; the basic data adopted shall be valid and shall meet the requirements of operation. The basic data shall include the following contents:

1 Runoff results such as long-series or typical-year monthly, ten-day and daily runoff processes, flood results for different frequencies, and staged flood results.

2 Water level-area-storage capacity curves.

3 The tailwater level-discharge relation curve at the powerhouse site under natural conditions, and the tailwater level-discharge relation curve at the powerhouse site as affected by the sedimentation backwater of the downstream reservoir.

4 The suspended sediment series or representative-year sediment concentration, sediment discharge, sediment yield modulus, sediment grain size distribution, median grain size and bed load discharge under natural conditions, as well as the above sediment data after sediment trapping by upstream reservoirs.

5 Ice regime data such as the frozen river reaches, ice thickness, ice volume, and freeze-up and break-up times.

6 Reservoir backwater computation results.

7 The expected output of the turbine-generator units, the turbine operating characteristic curves and the generator efficiency.
