5 Boundary implementation
5.1 Basic principles of boundary survey
The boundary survey method shall follow the following basic principles.
a) The boundaries of administrative areas that have been demarcated or approved are clearly defined, and the boundaries shall be verified in accordance with relevant documents, agreements, and maps during the survey;
b) The administrative area boundary has not been clearly delineated or approved, but a traditional custom line has been formed, and the administrative area is determined based on the traditional custom line Domain boundary
c) The boundaries of administrative areas that are not clearly delineated or approved, and the traditional custom lines are rough, and the areas on the ground are unclear, should be carried out on the ground Line survey work
d) If the boundaries of administrative areas are not clearly delineated or approved, but the boundaries of natural ownership exist, the boundaries of administrative areas should the lines agree.
5.2 Start and end points of administrative area boundaries
5.2.1 Classification of start and end points
The starting and ending points can be divided into the following types according to their positions.
a) the intersection of administrative area boundaries;
b) the intersection of administrative boundaries with borders;
c) The meeting point of the administrative area boundary that meets the land-sea boundary.
5.2.2 Determine the start and end points
The start and end points of the administrative area boundary are specific points on the boundary line. The positions of the start and end points are directly related to the specific direction of the administrative area boundary. Start and stop Points can be determined in accordance with the principle of 5.1 boundary survey and jointly determined by the people's government of the administrative region adjacent to the start and end points.
5.3 Delimitation of administrative areas
5.3.1 Principle
The delimitation of administrative boundaries should be carried out in accordance with the following principles.
a) When the boundary is a mountain, the administrative area is delimited along the watershed or ridge line;
b) When the boundary is a river.
1) The navigable river delimits the administrative area boundary with the main channel centerline;
2) Non-channelable rivers demarcate administrative area boundaries with the centerline of the channel or the mainstream centerline;
3) The islands and sandbars in the boundary river are confirmed according to the ownership determined before the survey;
4) After the boundary line is determined, the newly-occurring islands and sandbars in the boundary river are divided according to the administrative area boundaries.
c) When borders, embankments, bridges, ditches, roads and other solid features are used as boundaries, the administrative area boundaries shall be delineated based on these features;
d) for areas without obvious features, delineate the administrative area boundaries by connecting lines between specific boundary points;
e) When the position of the boundary is disputed.
1) The administrative district boundary is determined by the parties to the boundary dispute;
2) The administrative department of the upper boundary line shall coordinate the two parties to delimit the administrative area boundary;
3) The superior people's government on both sides of the dispute decides the direction of administrative boundaries.
5.3.2 Process
The method of delimiting administrative areas should adopt a combination of demarcation on the map and field demarcation. The process is as follows.
a) Basemap selection. Both sides of the surveying area jointly select the same version, scale, and compilation that can comprehensively reflect the terrain and landform information in the border area.
The topographic map of the unit and current situation is used as the base map of the survey work to draw the direction of the boundary line;
b) Boundary on the map. The two sides of the survey boundary have completed the survey based on relevant boundary documents, agreements, detailed land survey results, and place name surveys that have been formed in history.
Data such as fruits, maps, etc. plot the direction of the boundary line on the base map of the demarcation work;
c) Nuclear boundary on the map. Both parties of the surveying boundary shall make a comparative inspection of the working base maps plotted by them, and determine the boundary plots that are consistent with each other. Correct in the case of inconsistency between the two sides, if the plot is incorrect, the wrong party should correct it; if it belongs to the boundary, the claims are inconsistent, and the two sides should redraw their respective claims boundaries on the same base map of the survey work.
A solid line of 0.3mm indicates that the two sides of the boundary line are distinguished by red and blue respectively, which can cover any element on the map;
d) Field investigation. For the areas where the two sides claim that the boundary is inconsistent, both sides of the field survey should go to the field to determine the boundary.
Draw it on the demarcation work basemap;
e) Demarcation on the map. both sides of the surveying field shall make a comparative inspection on the basement map of the surveying field drawn after the field survey to determine the field survey of both parties After plotting a lot of consistent boundaries. Further mark the boundary areas that have not yet been determined by the two sides, and leave it to the two sides to confirm the demarcation on the ground.
set;
f) Demarcation in the field. For the boundary lines that have not yet been determined by the two parties, the surveying and demarcation parties shall jointly conduct a field survey again.
For the boundary line section, measure the boundary line, plot the direction of the boundary line on the base map of the survey, and determine the position of the boundary line. Cannot be determined on the ground the boundary line of the site shall be used as the dispute boundary line to measure the dispute boundary line.
The location of the dispute boundary;
g) Consultation and delimitation. For the areas where the two parties' field investigations still fail to reach a consensus, the people's governments adjacent to the two sides shall resolve the issues.
If no agreement is reached through negotiation, the two parties shall report their respective plotting schemes to the people's government at the next higher level, and their civil affairs departments shall work with relevant departments Mediation
h) Submit a ruling. For the plots where no consensus can be reached after mediation, the people's governments of the two neighboring parties shall jointly report to the next higher level the people's government ruled.
