Foreword

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.

This standard was proposed and managed by the National Tourism Standardization Technical Committee (SAC/TC210).

1 Scope

This standard specifies the classification and basic conditions and evaluation conditions of tourism planning and design units.

This standard is applicable to the qualification evaluation of relevant tourism planning and design entities and entities responsible for tourism planning and design specified in GB/T 18971.

3 Classification and basic conditions

3.1 Tourism planning and design units are divided into 3 levels. from high to low, they are Class A, Class B, and Class C.

3.2 The tourism planning and design unit shall be an independent legal person.

3.3 The tourism planning and design unit should have a fixed office space, and have facilities and equipment that meet the needs of business development.

3.4 Tourism planning and design units should have sound human resource management, technical quality control, and operation management systems, which are effective.

3.5 The tourism planning and design unit should have an independent domain name website or WeChat official account and other information disclosure platforms to be able to find the qualifications and qualifications of its employees.

The status of completed projects, related topics and project information undertaken by the unit.

3.6 The tourism planning and design unit should have a good business record, good reputation evaluation, and no major quality accidents.

4 Evaluation conditions for Grade A tourism planning and design units

4.1 The registered capital should be greater than or equal to 1 million yuan.

4.2 Those who have been rated as Grade B tourism planning and design units for more than 2 years or have made outstanding contributions to serving the national strategy.

4.3 It is advisable to have special facilities and equipment for planning and design such as geolocation measurement equipment and UAV aerial camera.

4.4 The number of employees should be greater than or equal to 30, with professional and technical personnel with complete specialties and reasonable matching, including.

a) The proportion of full-time personnel with senior technical titles or doctoral degrees should be greater than or equal to 10%, and they should be employed in tourism planning and related industries Experience is greater than or equal to 5 years, of which full-time personnel with tourism professional background or related professional transfer for more than 3 years are greater than or equal to There are more than 2 full-time staff with relevant professional background.

b) Among the personnel with intermediate technical titles or above (including intermediate or master's degree), there are 6 or more professionals with tourism professional background, and relevant professional There are 6 or more employees with industry background.

Note. Related majors include geography, landscape architecture, urban and rural planning, architecture, landscape design, art design, economic management, marketing, cultural history, resources and the environment, road traffic, etc.

4.5 Excellent performance in tourism planning, consulting and other related businesses, and one of the following conditions should be met.

a) National or provincial tourism planning has been completed in the past 3 years.

b) The overall planning of 5A-level tourist attractions has been completed in the past 3 years.
