JT/T 1581-2026 is the English-translated version of 综合交通运输体系规划编制技术导则.
JT/T 1581-2026 provides technical guidelines for preparing plans for the integrated transport system. It applies to the preparation of integrated transport system plans at national level, provincial level (provinces, autonomous regions and municipalities), prefecture level (cities, prefectures and leagues) and for regions such as urban agglomerations and metropolitan areas. Plans at county level and sector-specific transport plans may follow it by reference.
The guidelines are used by transport planning authorities, planning and design institutes, consultants and researchers who draw up or review such plans. It is a voluntary standard, as the /T in its code shows. It was approved by the Ministry of Transport, issued on 26 March 2026 and takes effect on 1 July 2026. It is a new standard.

JT/T 1581-2026 is a recommended industry standard of the People's Republic of China in the Highway & Transport sector, approved and issued by the Ministry of Transport on 26 March 2026, with effect from 1 July 2026.
It is administered by the National Technical Committee for Integrated Transport Standardization.
