3 Terms and Definitions

The terms and definitions defined in GB 18596 and the following apply to this standard.

pollutant emission unit of livestock and poultry breeding Engaged in GB/T 4754-2017 Industry Code 031 Livestock Breeding, 032 Poultry Breeding, 039 Other Animal Husbandry, 0531 Animal Breeding Large-scale livestock and poultry farms for animal breeding activities such as breeding activities. Specific breeding species include pigs, beef cattle, dairy cows, laying hens, broilers, ducks, Goose, sheep and other livestock breeds whose scale standards are clearly stipulated by the provincial people's government.

large-scale livestock and poultry farm Livestock and poultry farms whose breeding scale (determined by the maximum breeding capacity of the farm) has reached the scale standard determined and announced by the provincial people's government in accordance with the law Place.

factory boundary

A place where the owner's ownership (or right to use) is determined by legal documents (such as land use certificates, property certificates, lease contracts, etc.) or the boundary of buildings, for livestock and poultry farms, in principle, the actual land occupied (including construction land, self-owned manure disposal land and leased manure disposal the boundary of the manure disposal land is considered as the boundary of the livestock and poultry farms.

4 General requirements for self-monitoring

The pollutant discharging unit should find out the pollution source, pollutant index and potential environmental impact of the unit, formulate a monitoring plan, set up and maintain monitoring facilities, carry out self-monitoring in accordance with the monitoring plan, do a good job in quality assurance and quality control, record and save monitoring information, and disclose it to the public in accordance with the law Monitoring results.

5 Development of monitoring plan

5.1 Wastewater discharge monitoring

Wastewater discharge monitoring points, monitoring indicators and minimum monitoring frequency are implemented in accordance with Table 1.

5.2 Monitoring of fugitive exhaust emissions

The monitoring points, monitoring indicators and minimum monitoring frequency of fugitive exhaust emissions shall be implemented in accordance with Table 2.

5.3 Monitoring of ambient noise at the site

5.3.1 The setting of monitoring points for environmental noise at the farm boundary should follow the principles in HJ 819, mainly considering breeding pens, crushing equipment, fans, exposure the distribution of noise sources such as gas equipment, dehydration equipment, and pumps in the site area and the location of surrounding noise-sensitive buildings.

5.3.2 Daytime and nighttime noise monitoring shall be carried out at least once every quarter for ambient noise at the site boundary.

When affected by the frequent and occasional noises, measure the maximum sound level of the frequent and occasional noises at the same time. Night noise monitoring may not be carried out for those who do not produce at night. noise around for sound-sensitive buildings, the frequency of monitoring should be increased.

5.4 Surrounding environmental quality impact monitoring

5.4.1 If there are clear provisions in laws and regulations, the surrounding environmental quality impact monitoring shall be carried out as required.

5.4.2 If there is no specific requirement, if the pollutant discharging unit deems it necessary, it may refer to HJ 2.3, HJ 91.2, HJ 610, HJ according to the actual situation 164.The relevant regulations in HJ 442.8 carry out monitoring of surrounding surface water, groundwater and seawater. Monitoring indicators and minimum monitoring frequency are in accordance with the table

3 Execute.

5.5 Other requirements

5.5.1 In addition to the pollutant indicators in Tables 1 and 2, the pollutant indicators in 5.5.1.1 and 5.5.1.2 should also be included in the scope of monitoring indicators, and refer to Table 1~Table 2 and HJ 819 to determine the monitoring frequency.

5.5.1.1 Pollutant Discharge Permit, Implemented Pollutant Discharge (Control) Standards, Environmental Impact Assessment Documents and Their Approvals [Only in 2015 Pollutant discharge units that have obtained the approval of environmental impact assessment after January 1, 2009], and the pollutants specified in the relevant ecological environment management regulations.

5.5.1.2 The sewage discharge unit determines the actual discharge according to the raw and auxiliary materials used in the production process, the production process, the types of intermediate and final products, and the monitoring results.

released, the pollutant indicators in the list of toxic and hazardous pollutants or the priority control chemicals list, or other toxic pollutant indicators.

5.5.2 The monitoring frequency of each indicator can be increased according to the determination principle in HJ 819 on the basis of meeting this standard.

5.5.3 Key pollutant discharging units shall install and use automatic monitoring equipment according to laws and regulations. Non-key pollutant discharging units do not have mandatory requirements.

The monitoring frequency of bits and indicators shall be determined with reference to this standard.

5.5.4 Sampling methods, monitoring analysis methods, monitoring quality assurance and quality control shall be implemented in accordance with HJ 819.
