--- Added the definitions of "counting statistical error", "reading error" and "melt sheet preparation error" (see 3:1, 3:2 and 3:3) to facilitate this document

--- Added GB/T 6379:1 and GB/T 6379:2 for normative references, and changed the calculation requirements of precision from "should be in accordance with the appendix
