This document specifies the types and codes of early warning data exchange, as well as the methods and regulations for early warning data exchange within the National Emergency Early Warning Information Release System. The requirements for encoding of early warning data exchange content are outlined, along with corresponding verification methods. This document applies to the communication between national, provincial, municipal, and county-level early warning information issuing agencies, and between early warning information issuing agencies at each level and their counterparts at the same level. Between responsible units, and between early warning information issuing agencies at all levels and the units carrying out the same level of information dissemination channels, based on national emergency early warning information. The system facilitates the exchange of early warning data for four major categories of emergencies. natural disasters, accidents, public health incidents, and social security incidents. and management.

3.1 Early warning information The warning is a preliminary notice or situation report issued by the responsible unit based on the potential harm, urgency, and development trend of the event. Announcements and other warning messages.

3.2 According to the national emergency response system construction plan, a four-tiered, interconnected system at the national, provincial, municipal, and county levels, jointly constructed by the central and local governments, is being implemented.
