1 Scope

GB/T 46465-2025 is the Chinese national standard covering making POP work with an address written in Chinese characters - the internationalised address handling, the encoding on the wire, the fallback for clients that cannot cope, and the behaviour a server must exhibit either way. First edition, under the Ministry of Industry and Information Technology, with the framework standard GB/T 46466-2025. In force from 1 February 2026. Issued on 31 October 2025, it has been in force since 1 February 2026.

This document specifies the technical requirements for using the Post Office Protocol (POP) extension to support Chinese email addresses on the Internet. This document applies to email service providers and software vendors developing applications or services that support Chinese email addresses.
