GB/T 45994-2025 is the Chinese national standard covering sharing data between organisations that do not share a security boundary — the reference architecture and its three roles, the provider with its data resource, semantic, directory and service layers and its security and privacy protection, the user with its service interconnection and its controls on permitted use, and the intermediary that performs the cross-domain alignment, control, computing and search on which the trust between the other two rests. First edition, in force from 1 February 2026. Issued on 1 August 2025, it has been in force since 1 February 2026.

1 Scope
This document establishes a reference architecture for cross-domain data trust sharing, including the functions of data providers, data users, and data intermediaries.

This document is intended to guide the architecture design of cross-domain data trusted sharing systems.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 cross-domainsharing
Scenarios where data providers and data users from multiple different control domains share data.
Note. Participants in the cross-domain data sharing process include but are not limited to data providers, data users, data intermediaries, etc.
3.2 Data provider dataprovider
The entity that provides data resources and has the right to decide other parties' access, sharing and use rights to their data.
3.3 Data user
An organization or individual that obtains and uses data through legal means based on agreements signed with data intermediaries, data providers, etc.
3.4
In cross-domain data sharing, data sharing management specifications are formulated to provide data providers and data users with service docking, data alignment and and cross-domain control and other functions to ensure the secure implementation of cross-domain data services.
3.5 electronic signature
Data contained or attached in electronic form in a data message that is used to identify the signatory and indicate that the signatory approves the content.
