GB/T 45837-2025 is the Chinese national standard covering how well a data centre uses the energy it draws — the grades the utilisation level is sorted into, the evaluation procedure and the indicators behind it, the calculation of the comprehensive utilisation index including the renewable energy factor, the management requirements, and the metering that has to be in place first, because an index is only as good as the meters that feed it. First edition, in force from 1 January 2026. Issued on 30 June 2025, it has been in force since 1 January 2026.

1 Scope
This document establishes the evaluation level of comprehensive energy utilization in data centers, stipulates the evaluation indicators, comprehensive energy utilization management requirements and evaluation method.
This document is applicable to the evaluation of key performance indicators of comprehensive energy utilization in data centers, and is also applicable to data in industrial energy conservation monitoring work.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 data center
It consists of computer space (computer room), other infrastructure, information system hardware and software (physical and virtual resources), information resources (data) and personnel.

3.2 renewable energy
A type of primary energy that can be regenerated on Earth to a certain extent by natural processes.
Note. When calculating the utilization rate of renewable energy in this document, only renewable energy that is directly converted into electricity is included, such as solar energy, hydropower, wind energy, biomass energy, etc.
