GB/T 45402-2025 is the English-translated version of 智慧城市 城市智能中枢 参考架构.

China's national standard for the overall architecture of the urban intelligent hub. The hub is the layer a Chinese city now builds between its departments and its applications: one place where the computing, the data and the shared capabilities sit, so that traffic, emergency response, utilities and public services draw on a common foundation instead of each building its own. The reason for standardising it is the history of the alternative. A decade of smart city projects produced departmental systems that could not exchange data, duplicated the same sensing three times, and left the city with dozens of contracts and no leverage. A defined architecture is what makes the hub procurable and extensible by different suppliers over time. The standard specifies requirements for information infrastructure, data resources, capability support, capability openness, smart applications, security, and operation and maintenance, and guides the planning, design, construction and operation of such projects.
