1 Scope
This document specifies the overall requirements, system architecture, information infrastructure, support platform, business applications, and use, safety and security systems.
This document applies to the setting up of closed management systems in chemical parks.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Chemical Industry Park
It is composed of a number of related chemical enterprises, with the development of petrochemical and chemical industries as its orientation, clear geographical boundaries and management entities, and infrastructure.
An industrial area with complete facilities and management systems.
Note. Chemical parks generally include two types. 1) professional chemical parks approved or recognized by relevant departments; 2) A chemical park (zone) that is relatively independently set up in an economic (technological) development zone, a high-tech industrial development zone or other industrial parks.

3.2 closed-off management
Through necessary means such as park enclosure, patrol, booth inspection, video surveillance, etc., the flow of people, logistics and vehicles in and out of the chemical park is strictly controlled.
Standardize the management method that makes the chemical park relatively isolated from the outside world.
4 General requirements
4.1 The closed management system of the chemical park should be classified and controlled according to the core control area, key control area and general control area, and a management and control system should be formulated.
Measures are managed in a hierarchical manner.
4.2 The closed management system of chemical parks should be based on the closed management hardware supporting facilities, and the chemical parks should be managed in a zoned and closed manner to achieve Dynamically monitor the entire process of hazardous chemicals, hazardous wastes, materials, personnel and vehicles entering and leaving the park.
