This document specifies the basic requirements for the start-up management of hazardous chemical production facilities, and the start-up management procedures for newly built/renovated/expanded facilities. Operation management of maintenance and repair equipment and auxiliary technologies for equipment operation. This document applies to the start-up management of newly built, renovated, expanded, and repaired facilities in hazardous chemical production enterprises.

3 Terms and Definitions
The terms and definitions defined in GB/T 44693.1 and GB/T 44693.2, as well as the following terms and definitions, apply to this document.
3.1 Startup The series of activities that transform the equipment from a stopped state to a normal production state and produce the target product.
Note. To better align with the common terminology used by hazardous chemical production companies and avoid semantic ambiguity, the term "starting operations" will be referred to as "starting up operations" in this document. They have the same meaning.
4.Abbreviations The following abbreviations apply to this document. DCS. Distributed Control System HAZOP. Hazard and Operability Study PSSR. Pre-startup safety review SDS. Safety Data Sheet
5 Basic Requirements
The following requirements must be met before starting up a hazardous chemical production facility.
a) Driving should avoid extreme cold (daily minimum temperature below the minimum design temperature of the equipment), extreme heat (daily maximum temperature above 40°C), typhoons, etc. Extreme weather;
b) A driving plan should be prepared before driving;
