China's national general technical requirements for edge cloud computing. Edge cloud places computing capacity near where data is produced rather than in a distant data centre, and the reasons are three. Latency: a control loop, an augmented reality display or an autonomous vehicle cannot wait for a round trip to a regional data centre. Bandwidth: a factory or a city full of cameras produces more data than it is economic to transmit, so it must be reduced where it is generated. And data residency: increasingly, regulation requires that certain data not leave a jurisdiction or a site at all. What makes edge cloud a standards problem is that it inherits the cloud's management model - elastic, orchestrated, multi-tenant - and applies it to infrastructure that is distributed across thousands of small sites, physically insecure, and often unattended.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Central Cloud A form of cloud computing that is deployed in traditional data centers and is provisioned and managed in an on-demand self-service manner.
3.2 edge cloud A form of cloud computing that provides elastically scalable services at the network edge close to things and data sources, and collaborates with the central cloud.
3.3 edge cloud infrastructure The edge devices and network environment required to deploy edge cloud at the edge of the network.
3.4 edge cloud node Provide edge nodes for various edge cloud services.
