China's national requirements for registering space objects. Registration is an obligation under the United Nations convention: a launching state must record what it has put into orbit and furnish the details to the Secretary-General, and the register is the basis on which responsibility and liability for an object are attributed. That legal function is why the requirements matter more than a catalogue would. An object whose registration is incomplete or delayed is one whose ownership is unclear if it collides with something, and the number of objects to be registered has risen sharply with the arrival of large constellations and rideshare launches carrying dozens of small satellites, many built by organisations with no experience of the obligation. Setting out domestically what must be recorded, by whom and when is what makes the international obligation operable at that volume.

1 Scope

China's national requirements for registering space objects. Registration is an obligation under the United Nations convention: a launching state must record what it has put into orbit and furnish the details to the Secretary-General, and the register is the basis on which responsibility and liability for an object are attributed. That legal function is why the requirements matter more than a catalogue would. This document stipulates the registration types, relevant parties and responsibilities, registration content and registration process of space objects. This document applies to spacecraft launched within the territory of my country, spacecraft launched overseas by my country as a co-launching country, and spacecraft whose owners belong to my country. 3 Terms and definitions

The following terms and definitions as defined in GB/T 7408, GB/T 29079 and GB/T 32296 apply to this document.

3.1 space objectspaceobject An artificial space object that forms an orbit or escape orbit in outer space.

Note. Outer space refers to the area above 100km from the ground. Man-made space objects include spacecraft, launch vehicles and their components (including upper stages) and other other man-made objects.

3.2 Entities that own space objects, entities that provide vehicles for launching space objects into orbit, and entities that undertake international commercial launch services, etc. Procedures for submitting space object information in accordance with relevant national regulations.

4 Registration types

Registration of space objects includes.

a) Registration of space objects launched into orbit;

b) Registration of state-changing space objects;

c) Registration of spatial objects with changing attributes.

5 Related parties and responsibilities

5.1 Related parties The relevant parties involved in the space object registration process mainly include space object launchers, space object owners, and space object registrants.
