Oscillators built on piezoelectric, dielectric and electrostatic principles are found in almost every timing and frequency-control application, and measuring them consistently matters to both suppliers and customers. This document is Part 1 of a series on measurement techniques for these oscillators and covers the basic methods of measurement. It gives a common starting point that later parts of the series can build on.

Likely users are crystal and oscillator manufacturers, electronics designers who qualify timing components, incoming inspection teams, and calibration and test laboratories. Having an agreed measurement basis helps different parties compare data and resolve disputes over specification compliance. The standard is a recommended national standard, so its use is voluntary unless invoked by contract or regulation. It adopts an international standard. It was issued on 28 August 2026 and takes effect on 1 March 2027.
