Foreword

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.

This standard uses the redrafting law to modify and adopt UN/CEFACT "Business Requirements Specification Electronic Certificate (Version 5.1)".

Compared with the UN/CEFACT standard, this standard has the following structural adjustments.

---Combine Chapter 1 and Chapter 3 of the UN/CEFACT standard as the introduction of this standard;

---Chapter 2 of the UN/CEFACT standard is used as a reference for this standard;

--- Decompose Chapter 4 of the UN/CEFACT standard into two parts, Chapter 4 and Chapter 5 of this standard.

The technical differences between this standard and the UN/CEFACT standard and the reasons are as follows.

--- Regarding normative reference documents, this standard has made adjustments with technical differences to adapt to my country's technical conditions and adjustments.

The situation is collectively reflected in Chapter 2 "Normative Reference Documents", and the specific adjustments are as follows.

* Added reference to GB/T 18811 and GB/T 19256.8 (see Chapter 3);

---Added scope, terms and definitions (see Chapter 1, Chapter 3);

--- Delete the bilateral agreement and certification information in 5.2.3 of the UN/CEFACT standard;

--- Delete 5.4.3 of the UN/CEFACT standard;

--- For the "dictionary description of electronic certificates", the "general description of electronic certificates" has been added (see 6.4.2).

This standard also made the following editorial changes.

Introduction

The inspection and quarantine certificate is an important document exchanged during the international trade of agricultural products. The structure of this standard is based on UN/CE-

FACT demand specification mapping, transfer the business requirements for the exchange of electronic certificates of agricultural products trade business between governments (G2G)

It is replaced by the technical specifications for data exchange of inspection and quarantine electronic certificates, which describes the electronic exchange of bilateral export certificate data to promote cross-border trade of agricultural products.
