Scope

GB/T 38117-2019 is the English-translated version of 电动汽车产品使用说明 应急救援.

China's national standard for the emergency rescue information that must accompany an electric vehicle. It specifies the formulation requirements and the content requirements, with an informative annex. The document it governs is the rescue sheet: the single page that tells firefighters and rescue crews what they are dealing with when they arrive at a crashed electric vehicle. They need to know where the high voltage battery is, where its cables run, where to cut and where not to, how to disable the system, and what to expect if the battery is damaged - because a lithium battery that has been crushed can ignite hours later, and reignite after being extinguished. None of that is obvious from outside the vehicle, and the crew has minutes. Standardising the format matters as much as the content: a rescuer looking at an unfamiliar model needs to find the same information in the same place regardless of who built it.
