1 Scope

The document establishes the export review procedure for ethnic celebrity relics and sets the requirements for category determination, relevance analysis, value assessment and the formation of the review conclusion; it describes the corresponding methods of substantiation.

It applies to the export review of ethnic celebrity relics. It does not apply to cultural relics temporarily imported and then re-exported, or to the review of cultural relics temporarily leaving the country.

3 Terms and definitions

The terms and definitions given in GB/T 33290.1 apply to the document; no further term is defined in it.

4 Review procedure

The procedure is to meet the relevant requirements of GB/T 33290.1, and the export review of ethnic celebrity relics runs in four steps: category determination; relevance analysis; value assessment; formation of the review conclusion.

5 Category determination

5.1 The application materials submitted by the carrier or the applicant are examined, the object itself is checked against them, and the carrier or applicant is questioned on the origin of the object and on how it was used, so that information on origin and ownership is obtained and the category of the declared item is determined. If the item is an ethnic celebrity relic, it is reviewed under this document.

5.2.1 The name, material, quantity and dimensions obtained for the declared item are recorded.

5.2.2 At least one photograph of the whole object is retained. It is to show the typical features of the ethnic celebrity relic clearly and to be of not less than 12 million pixels.

6 Relevance analysis

6.1.1 Information on the features of the object is obtained by observation, questioning and consultation of the literature.

6.1.2 On that information, the features are set against important historical events and activities, the user of the object and the persons connected with it are inferred, and a combined judgement is made as to whether the object is an ethnic celebrity relic related to an important historical event or activity.

6.2.1 Identifying information such as inscriptions, marks and traces of use is obtained by observation, questioning and consultation of the literature.

6.2.2 On that information, the dates of birth and death and the ethnic affiliation of the user and of the connected persons are compared, the important historical events and activities in which they took part are confirmed, the link between the object and those events and activities is judged, and a combined judgement is made as to whether the object is an ethnic celebrity relic related to an important historical event or activity.

6.3 The results of the relevance analysis of the object (6.1) and of the person (6.2) are taken together in a combined judgement.

6.4 The result of the relevance analysis is recorded and the process and methods used are described. At least two photographs of individual features of the relic are retained, each of not less than 12 million pixels.

7 Value assessment

7.1 As printed, the clause reads: on the conclusion of the relevance analysis of Clause 6, if there is no ethnic celebrity relic related to an important historical event or activity, it is to be assessed as having major historical, artistic and scientific value. The Chinese sentence is elliptical and is rendered here as it stands.

7.2 Historical information on the origin, the date of manufacture and the use of the relic is obtained by comparison, by reading of inscriptions and by documentary verification; the historical value is then assessed, chiefly on the life and deeds of the ethnic minority figure and on the historical events concerned.

7.3 Information on the state of preservation, the workmanship, the ornament and the painted decoration is obtained by observation, comparison and consultation of the literature; the artistic value is then assessed, chiefly on category, form, subject and regional character, with an analysis of the place of the object in the history of art.

7.4 Information on the material and the function of the relic is obtained by observation, testing and comparison; the scientific value is then assessed, chiefly on design, technique and materials, with an analysis of the place of the object in the history of science.

7.5 The results of the assessments of historical value (7.2), artistic value (7.3) and scientific value (7.4) are taken together; where the relic is of major value under at least one of the three heads, it is taken to have major historical, artistic and scientific value.

7.6 The result of the value assessment is recorded and the process and methods used are described. At least two photographs of individual features are retained; they are to show clearly the features on which the assessment turns and to be of not less than 12 million pixels.

8 Formation of the review conclusion

8.1 On the conclusions of the relevance analysis (Clause 6) and the value assessment (Clause 7), and under the Standards for the examination of cultural relics leaving the country, the conclusion is formed as follows: an ethnic celebrity relic related to an important historical event or activity is prohibited from export; an ethnic celebrity relic of major historical, artistic and scientific value is prohibited from export; other ethnic celebrity relics are not prohibited from export.

8.2 The review conclusion reached for the relic is recorded.
