GB/T 33231-2016 is the English-translated version of 企业用水审计技术通则.

GB/T 33231-2016 fixes the terminology and definitions, the basic requirements and the procedures and methods for carrying out a water audit in an enterprise. Clause 1 says it applies to the water audit of industrial enterprises and adds that other water-using units may refer to it.

Clause 3 defines the water audit as the activity of detecting, verifying, analysing and evaluating the state of water use in an enterprise, within an established scope and in accordance with the relevant laws, regulations and standards, in order to establish how water is used and to find a water-saving programme, and it defines the audit period as the span of time examined by the audit and the reference period as the span used for comparison.

Clause 4 sets the basic requirements, among them that the audit follow the national, industry and local laws, regulations, policies and standards on water conservation and water use, and that the water auditors remain independent, objective and impartial and avoid personal, financial or other interests with the body being audited; the draft breaks off after that second requirement, so the procedures and methods announced in clause 1 are not displayed.

Clause 2 cites GB/T 7119 on the evaluation of water-saving enterprises, GB/T 12452 on water balance testing, all parts of GB/T 18916 on water quotas and GB/T 27886 on water management in industrial enterprises, together with several further documents whose codes the list omits, among them a comprehensive wastewater discharge standard, the water-saving terminology for industrial water use, general rules on the preparation and management of water metering equipment, general rules on enterprise water consumption, and a guide to the optimization of water system integration in industrial enterprises; clause 3 in addition takes over the terms and definitions of GB/T 21534, GB 24789, GB/T 26719, GB/T 27886 and GB/T 29749.

The standard was proposed by the Ministry of Water Resources and the National Development and Reform Commission and is held by the National Water Standardization Technical Committee (SAC/TC442), and it was drafted by the China Institute of Standardization, the Development Research Center of the Ministry of Water Resources, the Light Industry Environmental Protection Research Institute, a management centre of the Ministry of Water Resources and the Anhui Province Product Quality Supervision and Inspection Research Institute.

It carries ICS 13.060.25 and Chinese classification F04, and it was issued on 13 December 2016 and has applied since 1 July 2017.
