GB/T 32674-2016 is the English-translated version of 网络拍卖规程.

GB/T 32674-2016 specifies the basic principles of the online auction, the online auction platform and the implementation of the online auction. Clause 1 states that it applies to all kinds of auction activities carried out through the network.

Clause 3 defines the online auction as the trading style in which specific goods or property rights are transferred through the network to the highest bidder in the form of an open auction, the online auction platform as what provides information services to the parties to the transaction in network auction activities, the online bidder as the natural person, legal person or other organisation that bids for the subject of the auction through the network, the online buyer as the bidder who buys the auctioned subject at the highest bid, and the electronic transaction confirmation book as the electronic voucher by which the buyer and the auctioneer confirm the fact of the auction after a transaction.

Clause 4 requires network auction activities to follow the principles of openness, fairness, impartiality and honesty, the network auction rules to be transparent, and the network auction platform to be functional, safe and stable.
