GB/T 32607-2016 is the English-translated version of 纺织品 质量安全因子控制指南.

GB/T 32607-2016 sets out the principles for controlling the quality safety factors of textiles, provides a method for identifying those factors across the whole manufacturing process of the product, and gives technical guidelines for controlling them at each stage of that process.

Clause 1 states that it applies to the quality and safety control of the various textile products used as consumer products.

Clause 3 defines textile products, citing GB 18401-2010, as products made from natural and chemical fibres as the main raw material by spinning, weaving, dyeing and similar processing or by sewing and compounding, such as yarns, fabrics and their finished articles; it defines products of consumer interest from GB 5296.1-2012, consumer product quality safety from GB/T 28216-2011 as quality that meets safety requirements under expected use and foreseeable misuse, and the consumer product quality safety factor as the inherent factor that can give rise to a quality and safety risk.

The introduction explains the approach: because consumers are particularly concerned about the potential hazards in a textile product that affect personal safety and health, the quality safety factors are to be identified and analysed throughout manufacturing, the factors that may harm human health and safety at each stage are to be determined systematically, and specific control methods are to be proposed, so that the standard serves as a technical guide for manufacturers on how to improve product safety in production.

Its normative references include GB 18401 on the basic safety technical specification for national textile products, GB 18383 on general technical requirements for fibre products, GB/T 18885 on technical requirements for eco-textiles, GB/T 20708 on the determination and limits of certain harmful substances in textile auxiliary products, GB/T 22282 on limits of toxic and hazardous substances in textile fibres, and GB 31701 on the safety technical code for infant and children textile products.

The standard was proposed by the China Textile Industry Federation and is administered by the National Textile Standardization Technical Committee (SAC/TC 209), the drafting organisations being the Textile Industry Standardization Institute, the Textile Industry Science and Technology Development Center and China Textile Standard (Beijing) Inspection and Certification Co., Ltd. It was issued on 25 April 2016 and has applied since 1 November 2016.
