GB 55041-2024 is a full-text mandatory engineering construction code for radio and television transmission and coverage network projects. It was approved by the Ministry of Housing and Urban-Rural Development as Announcement No. 228 of 2024 and takes effect from 1 April 2025; every provision has to be strictly enforced, and where a current engineering construction standard disagrees with it, this code governs. Its table of contents shows the ground it covers: general provisions; basic requirements dealing with scale and layout, building works, fire protection, towers and masts, safety, protection of the ecological environment and other matters; then one chapter each for radio and television transmitting stations, satellite radio and television earth stations, radio and television microwave transmission links, cable radio and television networks together with interactive network television, and radio and television monitoring stations. The Code for engineering project of radio and television transmission coverage network is approved as a national standard, numbered GB 55041-2024, and takes effect from 1 April 2025. It is a mandatory engineering construction code and every one of its provisions has to be strictly enforced. Where a relevant provision of a current engineering construction standard does not agree with this code, the provision of this code governs.
The code is published on the portal of the Ministry of Housing and Urban-Rural Development, and its publication and distribution are organised by the Standard and Quota Research Institute of the Ministry through China Planning Press. The announcement is dated 26 December 2024.
The title page adds that the code was drafted under the Ministry of Housing and Urban-Rural Development together with the National Radio and Television Administration, approved by the Ministry of Housing and Urban-Rural Development, and published by China Planning Press, Beijing, 2024.
Foreword 1 Foreword — categories of mandatory code
To fit the common rules of international technical regulations and technical standards, the Ministry of Housing and Urban-Rural Development has since 2016 issued the Opinions on Deepening the Reform of Engineering Construction Standardisation and other documents. These set the long-term aim of the government making mandatory standards and recommended standards while social bodies make association standards, and set the reform task of gradually replacing the scattered mandatory provisions inside standards with full-text mandatory engineering construction codes, so as to form step by step a system of technical regulations made up of the technical provisions in laws, administrative regulations and departmental rules together with the full-text mandatory engineering construction codes.
On the categories of code: the system of mandatory engineering construction codes covers construction projects of every kind in the field of engineering construction, and is divided into two types, project-type codes, called project codes for short, and general technical codes, called general codes for short. Within the system the project code is the trunk: it takes the construction project as a whole for its object and has as its main content the five elements of the project, namely scale, layout, function, performance and key technical measures. A general code deals with the shared, common specialist key technical measures of the construction process; its object is the general technology of each discipline used to carry out the functional and performance requirements of the project, and its main content is the general technical requirements for survey, design, construction, repair and maintenance.
Foreword 2 Foreword — the five elements
On the five elements: each element of a mandatory engineering construction code is a basic provision that engineering construction activity has to observe. The scale requirement of a project mainly provides that the project has a complete production or service capacity suited to the level of economic and social development. The layout requirement mainly provides for the industrial layout, the siting of the project, the overall design, the general plan arrangement and the coordinating technical requirements matched to the scale, and asks for a sound distribution taking demand, resources and benefit into account. The function requirement mainly provides for the composition and use of the project and for the basic units that make it up, so that the intended objectives of the project are reached and put to work. The performance requirement mainly provides for the level of construction or of technology of the project, stating the basic level to be reached in green, intelligent, safe, environmental and similar performance. The key technical measure requirement mainly provides the concrete technical requirements on engineering quality, production safety, energy saving and consumption reduction, protection of the ecological environment, public service and sustainability, and has to support or satisfy the carrying-through of the functional and performance requirements of the project.
Foreword 3 Foreword — implementation of the code
On implementation: a mandatory engineering construction code is binding. It is the controlling bottom-line requirement for safeguarding the safety of people's lives and property, engineering quality safety, the safety of the ecological environment, public rights and public interests, and for promoting the economical use of energy and resources and meeting the needs of economic and social management. It has to be strictly enforced throughout survey, design, construction, acceptance, repair, maintenance and demolition of a construction project.
At the same time the relevant recommended engineering construction standards are to be applied in the light of the particular circumstances and conditions of the project, so as to carry the requirements of the mandatory code further into the construction, operation and maintenance of the project. Besides applying recommended engineering construction standards, association standards and enterprise standards may also be chosen, provided the functional and performance requirements and the key technical measures set by the mandatory code are met, so that the project reaches higher quality, a higher level and greater benefit. The recommended engineering construction standards, association standards and enterprise standards adopted for a project have to be coordinated with the mandatory code and none of their technical requirements may be below its technical level.
Once a mandatory engineering construction code takes effect, the related mandatory provisions in current national and sectoral engineering construction standards are repealed at the same time. Mandatory provisions in current local engineering construction standards have to be revised in good time and may not fall below the provisions of the mandatory code. Where a current engineering construction standard disagrees with a provision of the mandatory code, the provision of the mandatory code governs.
