GB 47945-2026 is the discharge standard for the Chishui River, the last major undammed tributary of the upper Yangtze and the water on which the Chinese baijiu industry depends: Moutai and most of the sauce-aroma distilleries sit on this river, and their fermentation is said to depend on its microbiology. The basin also carries coal mining, chemical works and intensive agriculture across three provinces, Sichuan, Guizhou and Yunnan, which is why the river needed a discharge standard of its own rather than the ordinary industry ones. The standard sets the discharge control requirements for the pollutant discharging units and production facilities of the key industries in the basin, together with the monitoring requirements, the specification of the discharge outlet and the rules for implementation and supervision. This standard was drafted to give effect to the Ecological and Environmental Code of the People's Republic of China and the related laws and regulations, to prevent and control pollution, to improve the quality of the ecological environment, and to promote the protection of the ecological environment and the high quality development of the Chishui River basin.
This standard specifies the control requirements, the monitoring requirements and the supervision and management requirements for the discharge of the main water pollutants from pollutant discharging units and production facilities in the key industries of the Chishui River basin.
Annex A and Annex B are normative.
This standard is issued for the first time.
New pollutant discharging units in the Chishui River basin shall comply with it from 1 September 2026, and existing units from 1 January 2028; their discharges of other water pollutants remain subject to the water pollutant discharge standard applicable to their industry. An existing unit that has agreed an indirect discharge limit by negotiation may apply this standard from 1 September 2026. Sichuan, Guizhou and Yunnan provinces may, according to local needs for the protection of the ecological environment and the economic and technical conditions, bring this standard into force earlier by decision of the provincial government.
The standard was drawn up under the Department of Water Ecology and Environment and the Department of Laws, Regulations and Standards of the Ministry of Ecology and Environment. The lead drafting organisations are the Chinese Research Academy of Environmental Sciences, the Ecological and Environmental Monitoring and Scientific Research Centre of the Yangtze River Basin Ecology and Environment Administration, the Guizhou Academy of Environmental Science and Design, the Sichuan Academy of Environmental Sciences and the Yunnan Ecological and Environmental Engineering Evaluation Centre.
The standard was approved by the Ministry of Ecology and Environment on 1 June 2026 and takes effect on 1 September 2026. The Ministry of Ecology and Environment is responsible for its interpretation.
