Foreword

Clause 5.1.2 of this part is a recommendatory provision; the remainder are mandatory provisions.

The series of hygiene standards for public places is made up of five standards: GB/T 18204 Examination methods for public places, GB 37487 Hygiene management specification for public places, GB 37488 Hygiene indicators and limits requirements for public places, GB 37489 Hygienic design specification for public places, and GB/T 37678 Hygienic evaluation specification for public places.

GB 37489 Hygienic design specification for public places is divided into five parts: Part 1: General principles; Part 2: Accommodation places; Part 3: Artificial swimming places; Part 4: Bathing places; Part 5: Barber and beauty places. This part is Part 5 of GB 37489.

This part is drafted in accordance with the rules given in GB/T 1.1-2009.

This part partly replaces the content concerning design hygiene requirements in GB 9666-1996 Hygienic standard for barbershops and beauty shops. Compared with GB 9666-1996, the main technical changes are the following: the hygiene requirements for the overall layout and functional zoning design have been refined; the hygiene requirements for the design of the beauty and hairdressing areas have been refined; hygiene requirements for the design of the cleaning and disinfection room (area) and of the storage room (area) have been added; the hygiene requirements for the design of the heating, ventilation and air conditioning have been refined; and hygiene requirements for the design of the water supply and drainage and of the electrical installations have been added.

This part was proposed by and is under the jurisdiction of the National Health Commission of the People's Republic of China.

The previous editions of the standard replaced by this part were GB 9666-1988 and GB 9666-1996.

1 Scope

The hygiene rules that a Chinese barber shop or beauty salon has to be designed to before it is built, extended or rebuilt. A salon is a place where blades, towels, basins and cups pass from one customer to the next and where perming and dyeing chemicals are used in a small closed room, so most of what can go wrong there - skin and scalp infections, fungal disease, chemical fumes, electric shock in a wet area - is settled at the drawing-board rather than by cleaning afterwards. This part of GB 37489 fixes the basic requirements and the design hygiene requirements for the overall layout and functional zoning, for the individual rooms, for the heating, ventilation and air conditioning, for the drainage and for the electrical installations of such premises. It applies to beauty salons and to barber and hairdressing shops, and it does not apply to medical cosmetology establishments, which are governed elsewhere. It is Part 5 of a five-part standard that sits inside a wider family of public-place hygiene standards covering inspection methods, hygiene management, hygiene indicators and hygienic evaluation. It partly replaces the design requirements of the old GB 9666-1996 hygienic standard for barbershops and beauty shops, refining the rules on layout and on the beauty and hair areas, and adding new ones for the cleaning and disinfection room, the storage room, and the water supply, drainage and electrical design. Designers, builders, salon operators and the local health supervision offices are the ones who work from it; clause 5.1.2 is recommendatory and the rest of the part is mandatory.

This part of GB 37489 specifies the basic requirements for newly built, extended and rebuilt barber and beauty places, together with the design hygiene requirements for the overall layout and functional zoning, for the individual rooms, for the heating, ventilation and air conditioning, for the drainage and for the electrical installations.

This part applies to beauty salons and to barber (hairdressing) shops.

This part does not apply to medical cosmetology places.

2 Normative references

3 Basic requirements

The requirements of GB 37489.1 shall be met.

4 Overall layout and functional zoning

Functional areas shall be provided and laid out rationally: a beauty area, a hairdressing area, a cleaning and disinfection room (area), a storage room (area) and a changing room (locker).

In premises offering both beauty and hairdressing services, the beauty operating area and the hairdressing operating area shall be separated from one another.

Clauses 4.3 to 4.5 tie three further requirements to the business floor area of the premises: whether the perming and dyeing work has to be given a separate workroom or only a separate work area; whether the cleaning and disinfection of public articles and utensils has to be given a separate room or only an area; and whether the storage has to be a separate room or only an area. The floor area at which the requirement changes is in the standard.

6 Heating, ventilation and air conditioning

Mechanical ventilation facilities shall be provided in the perming and dyeing workroom (area).

Mechanical ventilation facilities shall be provided in damp areas such as the hair washing area.

In areas where coal-fired or gas-fired equipment is used, mechanical ventilation devices and devices for the monitoring of, and alarm for, toxic and harmful gases shall be provided.

Air ducts and their fittings shall be made of anti-corrosion materials or shall be given corresponding anti-corrosion treatment.

7 Drainage

A hair filtering device shall be provided.

8 Electrical installations

The requirements of JGJ 16 shall be met.

Sealed luminaires made of corrosion-resistant material, or open luminaires with waterproof lamp holders, shall be used, and every part shall be given anti-corrosion or waterproof treatment.

An earth leakage protection switch shall be provided.
