1 Scope

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 To reduce the damage caused by public emergencies, government departments publicly release details of public emergencies and response measures. information.
3.2 A platform authorized by government departments to release public early warning information.
3.3 Short messages sent via public mobile communication networks to disseminate public early warning information.
4.Overall Business Requirements The general requirements for public early warning SMS services are as follows:
a) Early warning systems for the following four types of public emergencies should be supported.
---Natural disasters. mainly include floods and droughts, meteorological disasters, earthquakes, geological disasters, marine disasters, biological disasters, and forest disasters. Grassland fires, etc.;
---Accidents and disasters. mainly including various safety accidents in industrial, mining, and commercial enterprises, transportation accidents, and accidents involving public facilities and equipment. Therefore, environmental pollution and ecological damage incidents, etc.;
---Public health emergencies. mainly include infectious disease outbreaks, outbreaks of unexplained illnesses in groups, food safety and occupational hazards, and animal diseases. Situations, and other events that seriously affect public health and safety;
---Social security incidents. mainly include terrorist attacks, economic security incidents, and foreign-related emergencies.
b) Four levels of early warning should be supported. Level I (particularly serious), Level II (serious), Level III (relatively serious), and Level IV (general).
c) Warning information should at least be supported in Chinese and English.
