Foreword
This document conforms to GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents".
Drafting is scheduled.
This document is Part 2 of GB/T 18188 "Oil Spill Dispersants". GB/T 18188 has already published the following parts.
--Part 1: Technical Requirements;
--Part 2: Usage Guidelines.
This document replaces GB 18188.2-2000 "Guidelines for the Use of Oil Spill Dispersants". Compared with GB 18188.2-2000, the only changes are structural adjustments.
Aside from editorial changes, the main technical changes are as follows.
a) The scope of the standard has been changed (see Chapter 1, Chapter 1 of the 2000 edition);
b) The definition of the term "oil spill dispersant" has been changed (see 3.1, 2000 edition).
c) The terms and definitions for waters under the jurisdiction of the People's Republic of China, flocculants, coagulants, and light oil have been deleted (see the 2000 edition).
3.2~3.5);
d) Added terms and definitions for oil film, oil spill dispersant spraying device, calm water, pour point, and kinematic viscosity (see 3.2~3.6).
e) The technical requirements for oil spill dispersants have been removed (see Chapter 4 of the 2000 edition);
f) The principles for the use of oil spill dispersants and the principles for restricting their use have been changed and merged into a single set of principles (see Chapter 4).
(Chapters 5 and 6 of the 2000 edition);
g) Added general requirements for the use of oil spill dispersants, as well as usage requirements for operating units, personnel, and equipment (see...).
5.1, 5.3 and 5.4).
h) The requirements for personal protective equipment (PPE) for workers have been changed, and requirements for training and emergency response have been added (see 5.3, 2000 edition).
i) Added the usage methods of oil spill dispersants under different spraying operation forms (see 6.1);
j) The method for calculating the amount of oil spill dispersant used has been changed (see 6.2, 7.1 of the 2000 edition).
k) An additional method for calculating the usage rate of oil spill dispersants has been added (see 6.3);
l) The requirements for the management of oil spill dispersant application have been removed (see Chapter 8 of the 2000 edition).

Introduction
The rational use of oil spill dispersants is essential for protecting aquatic environments. To standardize and clarify the performance indicators and testing methods for oil spill dispersants...
The testing methods determine qualified dispersant products by examining their production, inspection, and conformity assessment, and further define their usage guidelines.
The scope of application should be defined to ensure the proper use of qualified oil spill dispersants.
GB/T 18188 "Oil Spill Dispersants" aims to standardize the performance indicators and usage guidelines for oil spill dispersants and is proposed to consist of two parts.
--Part 1: Technical Specifications. The purpose is to clarify and standardize performance indicators and testing procedures for the qualification assessment of oil spill dispersants.
Test methods and inspection rules.
--Part 2: Usage Guidelines. The purpose is to clarify the principles, requirements, and methods of using oil spill dispersants to ensure their effectiveness.
It plays an effective role in oil spill emergency response.
Oil Spill Dispersant Part 2: Usage Guidelines
1 Scope
This document establishes the principles for the use of oil spill dispersants, specifies the requirements for use, and describes the methods of use.
This document applies to the use of oil spill dispersants in emergency response to oil spills on water.
