GB 16999-2010 is the English-translated version of 人民币鉴别仪通用技术条件.
China's mandatory universal technical requirements for renminbi banknote discriminating devices. These are the machines that authenticate banknotes - in an ATM, a counting machine, a vending machine or a teller's counter - and the standard is what fixes how good they have to be. The specification is written around two error rates that trade against each other: a machine that never accepts a counterfeit but rejects genuine notes is unusable at a counter, and one that accepts everything is worse than none. So the requirements set both the counterfeit detection rate and the false rejection rate, tested against defined sets of genuine, worn and counterfeit notes.
