GB 16737-2019 is the English-translated version of 道路车辆 世界制造厂识别代号(WMI).

China's mandatory national standard for the world manufacturer identifier. The WMI is the first three characters of every vehicle identification number, and it says who built the vehicle and where - the first character the geographic area, the second the country, the third the manufacturer. It is allocated rather than chosen: a national body assigns codes within the ranges the international system reserves for it, and this standard is the Chinese instrument for doing that. What makes it consequential is that the WMI is the anchor of the whole identification chain: a safety recall is issued against a range of VINs, and the WMI is what tells a registration authority in another country which manufacturer is responsible. The standard specifies the structure of the identifier, the rules for its allocation, and the requirements a manufacturer must meet to be assigned one.

Foreword

All the technical content in this Standard is mandatory. This Standard was drafted in accordance with the rules in GB/T 1.1-2009. This Standard serves as a replacement of GB 16737-2004 Road Vehicle - World Manufacturer Identifier (WMI) Code. In comparison with GB 16737-2004, the main technical changes are as follows:

---The term and definition of "authorized organization" are added to 3.2;

---The examples of allocation in

5.3 are deleted;

---The combination of the first and the second character code of WMI allocated to China is supplemented in 5.3; -

---The requirements of annual output in

5.4.2 are modified;

1 Scope

China's mandatory national standard for the world manufacturer identifier. The WMI is the first three characters of every vehicle identification number, and it says who built the vehicle and where - the first character the geographic area, the second the country, the third the manufacturer. It is allocated rather than chosen: a national body assigns codes within the ranges the international system reserves for it, and this standard is the Chinese instrument for doing that. What makes it consequential is that the WMI is the anchor of the whole identification chain: a safety recall is issued against a range of VINs, and the WMI is what tells a registration authority in another country which manufacturer is responsible. The standard specifies the structure of the identifier, the rules for its allocation, and the requirements a manufacturer must meet to be assigned one.

This Standard stipulates the content and structure of world manufacturer identifier (WMI) code. World manufacturer identifier (WMI) code is the first part of vehicle identification number (VIN) described in GB 16735. This Standard is applicable to automobile, and its incomplete vehicle, trailer, motorcycle and moped. Other vehicles that need vehicle identification number may also take this as a reference.

2 Normative References

3 Terms and Definitions

What is defined in GB 16735, and the following terms and definitions are applicable to this document.

3.1 World Manufacturer Identifier; WMI World manufacturer identifier is the first part of vehicle identification number (VIN); it is used to identify vehicle's manufacturer. When this identifier is appointed to a certain vehicle manufacturer, it may be considered as an identification mark of this manufacturer.

3.2 Authorized Organization Authorized organization refers to an organization which undertakes WMI allocation and management work through the authorization of national automobile authority.

4 General Characteristic Requirements

4.1 WMI code is constituted of three character codes. In WMI code, only the following Arabic numerals and uppercase Roman alphabets shall be adopted. (Letter "I", "O" and "Q" cannot be used)

4.2 Authorized organization shall allocate one or several WMI codes to vehicle manufacturer. Authorized organization shall submit the allocated WMI code to an ISO- authorized international agency for reference.

5 Assigned Character Codes of WMI Code

5.1 First Character Code The first character code of WMI code is letter or figure code which is assigned by an international agency for the purpose of identifying a geographical area. In accordance with the expected demand, one or multiple character codes may be assigned to a geographical area.

5.2 Second Character Code The second character code of WMI code is letter or figure code which is assigned by an international agency for the purpose of identifying a nation or a region in a specific geographical area.

5.3 Allocation of First and Second Character Code International agency has already allocated a combination of the first and the second character code to each nation. Specifically speaking, the combination of character code allocated to China is..

5.4 Third Character Code

5.4.1 The third character code of WMI is letter or figure code which is assigned by an authorized organization for the purpose of identifying a specific vehicle manufacturer. Through the application of a combination of the first, the second and the third character code, unique identification of vehicle manufacturer can be guaranteed.

6 Allocation and Registration of WMI Code

6.1 Vehicle manufacturer shall apply for WMI (see Appendix A for the application form) from an authorized organization. After the approval and registration, it may be used on vehicles.

7 Date of Implementation

This Standard shall be put into effect since the date of implementation.
