Foreword

This document was issued on 28 June 2024 by the China Quality Certification Centre (CQC), and has applied since 1 July 2024.

It replaces CQC-C2101.01-2014, Detailed rules for implementation of compulsory product certification - Solvent-based wood coatings.

It is a CCC implementation rule: compliance is compulsory for the products within its scope placed on the Chinese market.

0 Introduction

These detailed rules are prepared in accordance with, and shall be used together with, the requirements of the implementation rules for compulsory product certification of decorations, of the classified management and certification mode selection of production enterprises, of the utilization of testing resources and other certification results of production enterprises, and of the general requirements for factory inspection.

The production enterprise shall ensure the continued compliance of its certified products with the requirements of the certification and with the applicable standards.

1 Application scope

These detailed rules apply to the following types of coatings:

1) Solvent-based woodware coatings: polyurethane, nitrocellulose and alkyd solvent-based woodware coatings for interior decoration, including solvent-based woodware coatings used for factory coating of wood materials for interior decoration. They do not apply to woodware coatings for exterior decoration.

2) Water-based interior architectural coatings: interior architectural coatings for buildings with cement or other non-metallic materials (except wood) as the base, prepared with synthetic resin emulsions, natural resin emulsions and the like as the main film-forming substances, with additives and water or co-solvents. They do not apply to water-based exterior architectural coatings, putties, decorative board coatings or inorganic powder coating materials for buildings.

Any adjustment of the application scope arising from changes in laws and regulations, related product standards, technologies, industrial policies or other factors is subject to the announcement issued by CNCA.

2 Certification standards

1) Certification standard for solvent-based woodware coatings: GB 18581, Limit of harmful substances of woodware coatings.

2) Certification standard for water-based interior architectural coatings: GB 18582, Limit of harmful substances of architectural wall coatings.

In principle the latest editions issued by the national standardization administration apply. Where other editions have to be used, the announcement issued by CNCA on the applicable standards governs.

3 Certification modes

3.1 The basic certification mode for the compulsory product certification of coatings is: inspection of the enterprise's quality assurance capability and of product consistency, plus type test, plus post-certification follow-up inspection.

CQC applies classified management to production enterprises and, within the basic mode, combines the result of that classification with the certification mode.
